RESOURCE CONSERVATION COMMISSION

MEMBERS PRESENT: Chairman Hodson, Commissioners Donovan, Rowe and
Mitchell
MEMBERS ABSENT: Commissioners Hernandez (Excused) and Taylor (Unexcused)
CITY STAFF PRESENT: Environmental Review Coordinator Reid
CALL MEETING TO ORDER - Chairman Hodson called the meeting to order at 5:37 p.m.
2. ROLL CALL - Members present constituted a quorum.
3. APPROVAL OF MINUTES: MSUC Mitchell/Rowe to approve the minutes of June 2, 1968.
4. NEW BUSINESS:
- EIR-85-2 (Helipad-Bay Hospital Medical Center)
The EIR concerns a proposed project located at the northwest corner of Bay
Hospital Medical Center parking lot at 435 "H" St. and consists of a pro-
posed helipad. Approaches will be magnetic radicals of 63° and 257° magnetic
inbound with departures on reciprocal radicals.
Environmental Review Coordinator Reid stated the report was discussed at the
last Workshop meeting. The hearing is scheduled to go before the Planning
Commission on July 23, 1986. The Commission discussed various concerns.
MSUC Rowe/Donovan find the EIR adequate as prepared in accordance with the
CEQA and it addressed the basic issues.
MSUC Donovan/Rowe the Planning Commission and City Council be aware of the
following concerns of the Resource Conservation Commission:
1. Consideration be given to Bay General's current financial problems.
2. The helipad is to close to residential areas as well as the Junior
High School.
3. The parking lot is an inadequate facility fora helipad and all of
the additional activities that is necessary to get patients from
the helipad to the emergency room.
4. The area at 4th and H streets are far too urban fora helipad in
this vicinity.
5. The hospital should provide further data to justify the need for
the operation.

5. OLD BUSINESS:
- Review of Potential Historical Sites
Mr. Reid told the Commission there should be direction from the Commission
as to how many sites are to be considered for future scheduled meetings.
The Commission felt 8 to 10 sites should be reviewed per meeting.
6. STAFF REPORT:
Mr. Reid distributed copies of the 1986-87 Commission budget.
7. COMMUNICATIONS .(PUBLIC REMARKS/BD. MEMBERS COMMENTS/WRITTEN CORRESPONDENCE)
Commissioner Mitchel inquired as to when the vacancy on the Commission
would be filled.
