1. CALL MEETING TO ORDER:
Vice Chairman Donovan called meeting to order at 5:30 p.m.
2. ROLL CALL: Members present constituted a quorum.
3. APPROVAL OF MINUTES: MSUC Mitchell/Rowe to approve the minutes of
October 20, 1986 and defer Minutes of November 17, 1986 for next
regular scheduled meeting.
4. NEW BUSINESS:
- Brown Act Revisions (AB 2674)
Discussion ensued concerning the new law requirements with regard to the
posting of agendas, content of agendas, generally prohibiting action with
regard to matters not on the agenda, and if a member of the public brings
up an item to the Commission, it will be placed on the agenda for the next
regular scheduled meeting.
- EIR 86-3 - Town Centre
Commissioner Hodson abstained from discussion on this item due to possible
conflict of interest. He departed from the meeting.
The proposed project involves the expansion and renovation of the existing
Chula Vista Shopping Center at the intersection of 5th Avenue and I Street.
It is to provide one contiguous shopping center of unified design and to
ensure continuity for pedestrian and vehicular circulation. This would be
accomplished by connecting the two portions of the existing shopping center,
now separated by 5th Avenue. The project proposes the closure of the block
of 5th Avenue between H Street and I Street, with a new mall expansion added
at grade between the existing Broadway and Sears Department stores.
This EIR was reviewed at the January Workshop Meeting. Commissioner Mitchell
distributed a report concerning an evaluation of the proposed project for
review and forwarding to the Planning Commission with an amendment adding
a 3rd item: "Redevelop the area between 5th Avenue and Broadway and add a
second level of mall shops."
MSUC Rowe/Hernandez to approve and forward the report to the Planning
Commission.

Commissioner Hodson returned to the meeting.

EIR 87-1 - Rancho del Rey - SPA I
EIR 87-2 - Rio Otay Business Park
EIR 87-3 - Canyon Park
EIR 87-4 - Bonita Plaza Apartments
Environmental Review Coordinator Reid discussed the above Environmental
Impact Reports which are under preparation, but not yet issued to the
public. The various projects mostly involved traffic problems, land use
issues, biological and archaeological resources. Nothing further was
discussed.

- Review of Budget for Fiscal Year 1987-88
Environmental Review Coordinator Reid suggested the Commission review copies
of the current budget for discussion at a later meeting.
5. COMMUNICATIONS (PUBLIC REMARKS/BD MEMBERS COMMENTS/WRITTEN CORRESPONDENCE) - None
6. STAFF REPORT:
Per. Reid told the Commission the Planning Commission is having a workshop on
the General Plan update and the Resource Conservation Commission is invited
to attend.
Mr. Reid stated that as was previously noted, the approval of Eastlake Project
required that certain stages of the planning and installation of Route 125 be
accomplished prior to the issuing of building permits for various phases. Work
on Route 125 has not progressed as rapidly as anticipated and no further
building permits will be issued for the Eastlake Project until work on Route 125
is satisfactory.
7. ADJOURNMENT TO WORKSHOP SESSION AND REGULAR MEETING SCHEDULED FOR
December 15, 1986.
