ROLL CALL: Members present constituted a quorum. 3. APPROVAL OF MINUTES: MSUC Donovan/Hodson to approve the minutes of November 17, 1986 MSUC Mitchell/Hodson to approve the minutes of January 21, 1987 4. OLD BUSINESS: EIR 86-3 - Towne Centre II The Homart Development Company is requesting that the City consider closure of Fifth Avenue between "H" and "I" Street as part of their proposal to redevelop the Chula Vista Shopping Center. The closure will allow integra- tion of the Sears and Broadway centers currently separated by Fifth Avenue. Environmental Review Coordinator Reid stated the final EIR has been submitted to the Planning Commission for consideration and certification at their meeting of February 25, 1987 and a joint Planning Commission and Redevelop- ment Agency Workshop meeting will be held on the Town Center II project. - EIR 86-2 - San Diego Country Club Clubhouse The project, if implemented as proposed, will result in the demolition of the San Diego Country Club clubhouse. The Club is proposing to build a new 36,140 square foot clubhouse facility in place of their existing 23,000 square foot clubhouse. The property is within the Montgomery community which has been annexed to the City of Chula Vista. Mr. Reid told the Commissioners this project went to Montgomery Planning Committee. The Committee recommended approval of the project. It will be going to the Planning Commission with a negative declaration and then to City Council. 5. COMMUNICATIONS (PUBLIC REMARKS/WRITTEN CORRESPONDENCE) - None RESOURCE CONSERVATION COMMISSION Minutes of February 23, 1987 Page 2 6. STAFF REPORT EIR 86-4 - The Greens at Eastlake EIR 87-1 - Ranch del Rey - SPA I EIR 87-2 - Rio Otay Business Park EIR 87-3 - Canyon Park EIR 87-4 - Bonita Plaza Apartments EIR 78-2(b) - Widening of East "H" St. (Addendum) Mr. Reid discussed the above Environmental Impact Reports which are under preparation, but not yet issued to the public. The various projects mostly involved traffic problems land use issues, biological and archaeological resources. He also displayed a tentative map for the Rio Otay Business Park. Grading, access to residential and industrial property, proposed Community Center, a structure of historical importance and a riparian area were discussed. 7.
