HomeMy WebLinkAboutRCC MIN 1987/07/27MINUTES OF A RESCHEDULED REGULAR MEETING RESOURCE CONSERVATION COMMISSION CITY OF CHULA VISTA, CALIFORNIA duly 27, 1987 Conference Room 1, Public Services Building 5:30 p.m. MEMBERS PRESENT: Chairman Rowe, Vice Chairman Donovan,Commissioners Taylor, Mitchell and Cameron MEMBERS ABSENT: Commissioner Hodson (Excused) CITY STAFF PRESENT: Environmental Review Coordinator Reid 1. CALL MEETING TO ORDER: Chairman Rowe called the meeting to order at 5:30 p.m. 2. ROLL CALL: Members present constituted a quorum. 3. APPROVAL OF MINUTES: P1SUC Mitchell/Donovan (5-0) to approve the minutes of June 15, 1987. 4. NEW BUSINESS: The Commission concurred to consider items 2b through 4 at this time. b. Status of Route 125 EIR The Commission reviewed a map for the proposed freeway which extends from the South Bay Freeway (Route 54) and Sweetwater Road in a south- easterly direction to Otay Lakes Road. A center-line alignment for the four-lane interim street is proposed which takes into considera- tion the alignment of SR-125 through the approved Eastlake development, the 69-inch San Diego aqueduct, and the proposed County Park north of San Miguel Road, the Sweetwater River on the east and the Bonita golf course on the west. Design alternatives, grading, relocating of homes, etc., were discussed. 5. COMMUNICATIONS (PUBLIC REMARKS/WRITTEN CORRESPONDENCE) - None 6. STAFF REPORT Environmental Review Coordinator Reid told the Commission that the historical site recommendations will be discussed at the City Council Meeting on July 28, 1987. At this time a contractor presented some plans proposing minor modifications which will require a building permit for the Chula Vista Woman's Club. They included removing latticework, adding 2 casement windows which will match existing windows on the west side, solid doors and the wall will be stuccoed. MSUC Taylor/Rowe (5-0) approve the alterations with the consideration that the window casements are compatible with the building. EIR 87-1 - Rahcho del Rey SPA I Chairman Rowe stated he had a conflict of interest with this project and left the meeting at 6:05 p.m. Vice Chairman Donovan chaired the remainder of the meeting. Mr. Reid displayed a site utilization plan which illustrated the layout of the parcels for SPA-I plan. The plan proposes the construction of 2201 residential units of mixed densities, 1 employment park, 2 community facility parcels, 2 neighborhood parks, a community park, a school site, and 7 open space parcels. The Commission discussed traffic circulation, boundaries, density transfer maps, vehicular use studies, school sites, equestian trails, impact on canyons, etc. The County of San Diego has identified Resource Conservation Areas through- out the County. These overlay zones are meant to draw attention of planners and decision makers to the presence of unique resources. The Commission requested that City Council direct the RCC to develop a Resource Conservation Area for the City. Commissioner Mitchell felt that EIR 87-1 does not address the impact on traffic problems adequately. MSC Taylor/Donovan to accept the EIR as following the guidelines. The motion failed by the following vote to wit: Ayes: Taylor, Donovan, Cameron NAYES: Mitchell ABSENT: Hodson, Rowe ABSTAIN: none 7. APPROVAL OF MINUTES: MSUC Hodson/Mitchell (5-0) to approve the minutes of May 18, 1987. 4. NEW BUSINESS: EIR 87-1 - Rancho del Rey SPA I Environmental Review Coordinator Reid told the Commission he would be presenting this EIR at the Workshop Meeting of July 6, 1987. Election of Officers - Fiscal Year 1987-88 Nominations were opened for the position of Chairman and Vice Chairman. Vice Chairman Donovan nominated Commissioner Rowe for Chairman and Chairman Taylor nominated Commissioner Donovan for re-election as Vice Chairman. There being no further nominations, Commissioners Rowe and Donovan were elected by acclamation. 5. OLD BUSINESS: EIR 87-2 - Otay Rio Business Park (Status) EIR 87-4 - Bonita Plaza Apartments (Status) Environmental Review Coordinator Reid noted that the final EIRs are scheduled for the Planning Commission Meeting of June 24, 1987.
