RESOURCE CONSERVATION COMMISSION
CITY OF CHULA VISTA, CALIFORNIA
August 17, 1987 Conference Room 1, Public Services Building 5:30 p.m.
MEMBERS PRESENT: Chairman Rowe, Vice Chairman Donovan, Commissioners Cameron,
Hodson, Mitchell
MEMBERS ABSENT: NOn2
CITY STAFF PRESENT: Environmental Review Coordinator Doug Reid
1. CALL MEETING TO ORDER:
Chairman Rowe called the meeting to order at 5:30 p. m.
2. ROLL CALL: Members present constituted a quorum.
3. APPROVAL OF MINUTES: MSUC Donavan/Cameron (5-O) to approve the minutes of
July 27, 1987.
4. NEW BUSINESS:
A. The purpose and role of the Resource Conservation Commission needs a more
define direction:
a. What are we all about?
b. What are we here for?
c. For what purpose?
d. What are we trying to accomplish?
e. How is our voice heard by the city?
f. And, is it heard?
The Commission would like to communicate to the Planning Department Director, to
the Planning Commission, and to the City Council that this body wants input into
the development of the General Plan and specifically would like to be informed what
is being scheduled and put into the General Plan from an environmental stand such
as air and water quality, traffic, zoning, density, noise, land fill, artifacts or
historical, and animal preservation.
Due to the above concerns Mr. Rowe, Chairman will be writing a letter to George
Krempl, Director of Planning Department, regarding the recognition of the commission
responsabilities, information of the General Plan update, and to be included on
the series of workshops the Planning Commission is having.
B. The Commission will meet twice (2) a month on a trial basis starting September and
until the end of December 1987. The meetings will take place on the second (2)
and fourth (4) Monday in September and October and the first (1) and third (3)
Monday for the months of November and December
C. Commissioner Cameron will be attending the Planning Commission Meetings
and representing the RCC.
MSUC Cameron/Hodson (5-0) to the change to 2 meetings per month on a trial basis
starting in September and ending December 1987.

5• OLD BUSINESS:
A. On September 1, 1987, Vice Chairman Donovan will represent the RCC at the
City Council meeting to inform them of the recommendations made by this
Commission on Heritage Park. The Commission will be recommending options
2 (Heritage Row) and 3 (Heritage District).
6. COMMUNICATIONS (PUBLIC REMARKS/WRITTEN CORRESPONDENCE) - None
7. STAFF REPORT - None
8. ADJOURNMENT: Chairman Rowe adjourned the meeting to the next regular scheduled
meeting for September 14, 1987.
