HomeMy WebLinkAboutRCC MIN 1989/03/06MINUTES OF A SCHEDULED REGULAR MEETING Resource Conservation Commission Chula Vista, California 5:30 p.m. Monday, January 16, 1989 Conference Room 1 Public Services Building CALL MEETING TO ORDER/ROLL CALL: Meeting was called to order at 5:38 p.m. by Chairman Rowe. City Staff Environmental Review Coordinator Doug Reid called roll. Present: Chairman Rowe; Commissioners Fox, Mitchell, Ray, Stevens and Waller. There is one vacancy. APPROVAL OF MINUTES: Motion was made and seconded (Mitchell/Fox) to approve the minutes of November 28, 1988. Mr. Reid noted that the heading was left off of the minutes. Motion passed unanimously with the addition of the heading. NEW BUSINESS A. Chairman Rowe encouraged commissioners to read the General Plan Update to better prepare them for when the EIR is completed and distributed for review. He also suggested prioritizing the reading material and to take notes for further discussion. Extensive discussion was held regarding the contents of the General Plan Update, including the maintenance of quality of residential areas, both in old and new develoFments. B. Items of the Planning Commission Agenda for the meeting on January 11, 1989 were reviewed and included the following: PCA-89-3, the off site advertising ordinance permitting non-commercial offsite advertising (i.e., political ads, billboards, etc.). PCS-89-3, regarding the Ladera Villas Development, which is being continued to obtain additional information. PCM-89-12, consideration of proposed amendments to the certified Local Coastal Program and Bayfront Specific Plan allowing grading during nesting season in Bayfront with specific restrictions on noise, and to add a provision for a minor administrative permit (de minimus waivers) rather than going through the complete process through the Coastal Commission. PCA-89-2, consideration of amendment to the Municipal Code to allow mixed commercial-residential projects by conditional use permit in the C-C zone. This was initiated by a developer looking at mixed use projects at Broadway and Flower. No comments to the Planning Commission by the RCC were found necessary at this time. The City Council agenda was also reviewed. It was noted by Mr. Reid that the Planning Commission concurred with the items the RCC had commented on regarding rezoning by Allen School Road. -2- Chairman Rowe noted the public forum to provide input to the EIR and route selection with Cal Trans to be held on Thursday (January 19) at 6:00 p.m. at Bonita Vista High School cafeteria for anyone interested in Route 125, and encouraged attendance by the commissioners if possible. Commissioner Ray asked how the Planning Commission decided issues if there was no agreement by the RCC (i.e., a fence for nursery at busy corner). Commis- sioner Fox suggested that if a board member had a strong feeling about an issue that person, as an individual, should represent himself before the Planning Commission when that particular issue was brought up. Discussion was held regarding the safety of various locations of daycare cen- ters and nurseries. Chairman Rowe suggested that this Commission would like to make any recommendations regarding future day care centers, specifically, location safety. Chairman Rowe asked that Commissioners Ray and Fox col- laberate together and come up with some recommendations for the RCC to review and present to the Planning Commission.
