HomeMy WebLinkAboutRCC MIN 1989/04/10MINUTES OF A SCHEDULED REGULAR MEETING Besonrce Conservation Coeission Cbnla Vista, California 5:30 p.m. Conference Room 1 Monday, March 6, 1989 Public Services Building CALL MEETING TO ORDER/ROLL CALL: Meeting was called to order at 5:39 p.m. by Chairman Rowe. City Staff Environmental Review Coordinator Doug Reid called roll. Present: Chairman Rowe; Commissioners Fox, Mitchell and Waller. Absent: Commissioners Stevens and Ray. There is one vacancy. APPROVAL OF MINUTES: It was MSP (Mitchell/Waller) to approve the minutes of January 16, 1989. NEW BUSINESS: Chairman Rowe reviewed the purpose of the Resource Conservation Commission. This was done for the benefit of visiting students from Chula Vista High School and for John Gildner, who was invited by Councilman Len Moore to observe and possibly volunteer to fill the vacancy on the commission. A. Bud Gray, a consultant for the City, presented an update on the General Plan draft. He also handed out a newspaper pamphlet of the land use map with highlights of the General Plan. He gave information on the expansion and traffic outlooks. He noted that staff, a consultant team, the community council and planning committees were working together on the draft. The best improvement area is to be the bayfront, which is an asset to the city. Supervisors Bilbray, Fil.ner and Mayor Cox noted plans on a Regional Park in Sweetwater Valley. The urban core of Chula Vista will be the Parkway Avenue/E Street area. The major feature will be its facility planning. Discussion was held on the bayfront in the Montgomery and Sweetwater Plan, and its relationship with other plans for the area. The General Plan was also discussed as to how it relates with proposed SR-125. Another study of the level of service is proposed with the next EIR. B. Items for the Planning Commission Agenda for the meeting of March 8, 1989 were reviewed and included the following: PCZ-89-F, presently requests to change two properties with two different zonings into one zoning. PCC-89-24, conditional use of service station at Otay Lakes and "H" Street; council staff recommendation is to continue. PCA 89-4, regarding the storage of inoperable vehicles; code to be more enforceable. -2- PCS 84-1; PCS 85-5 - regarding the extension of tentative maps and whether to file or request extension of original application of an apartment to condo conversion. No comment to the Planning Commission by the RCC were found necessary at this time. Chairman Rowe returned to Item 1.A. on the agenda regarding the timing of the presentation of the Draft EIR in two to three weeks. The target date for the hearing on the EIR is May 10; final EIR and first presentation of the General Plan scheduled for one month later. RCC should therefore review the EIR and be prepared to give its comments to the Planning Commission. Scheduled meeting date, March 20, with Bud Gray to be present at Chat meeting. OLD BUSINESS: Commissioners Ray and Fox stated the meeting to discuss the safety factors of the day care center on Naples and L Street did not occur; no report.
