CALI, MEETING TO ORDER/ROLL CALL: Meeting was called to order at 6:00 p.m. by
Chairman Fox. City Staff Environmental Review Coordinator Doug Reid called roll.
Present: Commissioners Stevens, Johnson, Hall and Chidester. Absent: Ray.
APPROVAL OF MINUTES: It was MSP to approve the minutes of November 6, 1990.
NEW BUSINESS:
A. Michael Johnson was introduced as the new commissioner for RCC. All members
present also introduced themselves for Mr. Johnson.
B. Items for the Planning Commission Agenda for the meeting of January 24, 1990
were reviewed. No action was taken on the agenda items.
C. The discussion of City Council referral to staff regarding the role of RCC
on Environmental Review was continued to the next meeting.
D. Commissioner Hall. questioned the Public Notice Prop. 65 regarding the moni-
toring of the Otay Power Plant. Toxic fumes are being emitted from the
plant and moving toward the Olympic Training Center site. Commissioner Fox
will write letter to the City Council regarding this problem.
OLD BUSINESS:
Commissioner Chidester reported that the Southwood Psychiatric Center
declined the honor of being designated as an historical site as it would
compromise the confidentiality of the patients. Discussion was held. It
was MSP (Chidester/Hall) to recommend to City Council not to designate the
property as an historical site at this time.
STAFF REPORT:
Draft EIR from Olympic Training Center will be reviewed for the February
26th meeting by Commissioner Chidester. This will be reviewed by the
Planning Commission for a hearing March 14.
ADJOURNMENT:
Meeting was adjourned by Chairman Fox at 6:56 p.m.
