CAi.l. MEETING TO ORDER/ROLL CALL: Meeting was called to order at 6:00 p. m. by
Chairman Fox. City Staff Environmental Review Coordinator Doug Reid called roll.
Present: Commissioners Ray, Johnson, Hall and Chidester. Excused: Stevens.
APPROVAL OF MINUTES: It was MSP (Hall/Johnson) to approve the minutes of January
22, 1990.
NEW BUSINESS:
A. New Planning Director for the City, Bob Leiter, was introduced to the board.
B. Items for the Planning Commission Agenda for the meeting of February 14,
1990 were reviewed. No action was taken by the board on any of the items.
C. Doug Rei2 gave a status report on the council's referral regarding designa-
tion of "Historical Trees." A magnolia tree on 3rd Avenue between Roosevelt
& "H" Street, planted over 100 years ago, is planned for demolition. There
is currently no city ordinance on historical trees. Commissioner Chidester
will obtain information from John Rojas of the Historical Society regarding
the background of the tree and report to the board. Doug Reid will bring
further information as to how other cities handle historical trees.
D. Due [o the nature and size of EIR-89-11, Olympic Training Center SPA, the
State agency denied the short term revie~.:~ of the project and will not be
ready for their approval until a future date. Chidester will report on the
EIR at the February 26th meeting.

ADJOURNMENT
Meeting was adjourned by Chairman Fox at 6:15 p. m, to the Workshop Session
on the RCC Roles in the Environmental Review Process.

SUBJECT: Revised Agenda Format
Beginning with this agenda I have started to implement the Commission's desire
to become more deeply involved in the determination if a Negative Declaration
is appropriate for a project or if an Environmental Impact Report should be
prepared. On this agenda all Negative Declarations which are currently out
for public/agency review are listed under the "Consent Calendar". The
Negative Declarations are attached to the Agenda for the Commissioners review.
When this section of this agenda is reached the Chairman should ask if a member
of the public or the Commission would like to "pull" an item off the consent
calendar. One vote would then be taken on the consent calendar and any items
"pulled" would be considered under the following agenda item.
Any motion on a Negative Declaration would be in the form of a recommendation
to the decision making authority on the project which must make the final
decision regarding the environmental finding.
Listed under the Staff report on the agenda is a heading to give the Commission
an opportunity to comment on the agenda format.

SUBJECT: Recommendations to the City Council regarding Environmental
Review Procedures (Agenda item #7)
Pursuant to the Commissions discussions at the workshop meeting of
February 12, 1990, and the administrative procedures modification now
being implemented it is recommended that Commission send a memo to the
Council outlining these changes and that the Commission would prefer to
take time to evaluate the effectiveness of these changes. After reviewing
the adopted procedures and the municipal code, no changes are necessary at
this time. If in the future the Commission wants to make these procedures
(or a modification) more permanent, a formal change can be made, but to do
so now would be premature; more experience with this process is needed.
Another role that the Commission discussed was that of a "Clearing House" or
"Coordinating Commission" for the mitigation monitoring programs that are
being implemented for various projects. The Commission may want to make a
recommendation in this regard.
