The meeting opened at 6:10 p. m. to a Workshop, due to lack of quorum. Maryann
Miller was interrupted as she began her report on the Auto Park as a quorum was
met.
CALL MEETING TO ORDER/ROLL CALL: Meeting was called to order at 6:11 p. m. by
Chairman Fox. City Staff Environmental Review Coordinator Doug Reid called roll.
Present: Canmissioners Johnson, Hall and Chidester. Absent: Ray and Stevens.
APPROVAL OF MINUTES: It was MSP (Chidester/Hall) to approve the minutes of
February 26 and March 12, 1990.
NEW BUSINESS:
A. Maryann Miller, City of Chula Vista Environmental Review, reported on the
Negative Declaration IS-90-33, Auto Park. Specifically addressed were the
environmental effects concerning land use, visual/lighting, noise and
traffic impacts. Applicants Craig Fukiyama and Doug Fuller were present to
answer questions from the commission.
It was MSP (Chidester/Johnson) to recommend approval on the Negative
Declaration IS-90-33. It is noted that Chairman Fox recanmends approval,
but expresses concern about the future of the deterioration of Broadway when
the major dealers relocate to the site on East "H" Street. Canmissioner
Johnson is also concerned about disclosure to potential home buyers that
there will be an auto park in the neighborhood.
B. Commissioners received the Draft EIR-89-3 of Salt Creek Ranch. Johnson was
assigned to report on this EIR to the Board on May 21.
C. The field trip to Salt Creek Ranch is set for May 5, from 9 a. m. to noon,
followed by lunch. Commissioners are to meet in the City parking lot off
"F" Street, adjacent to the City offices.
D. Items for the Planning Commission Agenda for the meeting of April 11, 1990
were reviewed and included the following:
PCZ-90-K-M: Proposal to rezone certain territory; staff recanmendation is
approval; no action by Commission.
EIR-89-11: Olympic Training Center, Final EIR; staff recanmendation
approval; no action by Commission.
PCM-90-O5: Consideration of Olympic Training Center SPA and PFFP; staff
recommendation approval; no action by Commission.
ZAV-90-09: Variance at 688 Garrett Street; staff recanmendation denial;
no action by Commission.
