EASTLAKE PROJECT

Mr. Bob Santos, Vice President, EastLake Development Company
stated the presentation this morning will be on the proposed
developments for the EastLake area. There will be no tour of the
area because of the recent rains. Mr. Santos noted they first
came into the City in 1979 and have been working with staff since
then. He would like to continue having these types of meetings in
order to keep the Council more informed in the process of how they
are developing the area.
Mr. SantoE then introduced the Residential Project Manager for the
EastLake Hills. He stated they are proposing development of 104
custom lots, 1/4 to 3/4 acre each, 10,000 square foot lots. This
executive housing will sell in the range of between ~290,000 to
~340,000. In answer to Councilwoman McCandliss' question, Mr.
Santos stated that EastLake Realty Company will be handling the
marketing for these homes. Some of the lots can be combined for
more spacious estate-type homes. Models should be ready around
the first of March.
Mr. Steve Yates, representing Brehm Communities stated their
development will be luxury type, detached houses. Mr. Yates gave
a background of the twenty years building experience in San Diego
County by this firm. They will be developing 190 units and the
name of the subdivison will be Rosewood. It will be English
Country style. The size of homes will be from 1,800 to 2,450
square feet, selling in the range of $140,000 to $170,000. They
are two weeks away from pulling their building permit and will be
ready for their model complex in March.

Pacific Scenes, represented by Don McKay, Vice President, stated
they are the largest builders in the nation. They will be
developing 164 lots with three different floor plans. The homes
will sell for ~125,000 to ~140,000 with square footages of 1,400
to 1,800 square feet. It will be French Country architecture.
The name of the subdivision will be Pacific Parc. The lot size
will be approximately 4,000 square feet and the models will be
ready for opening in March.
The next presentation was made by the Fieldstone Company for
EastLake Shores. There will be 187 lots developed, 4,000 square
foot lots, homes will sell from 994,000 to 9116,000, square
footage of the homes being 1,200 to 1,600, style will be
Mediterranean. The development will be a water-orientated theme
with blue coloring, weeping willow trees, street names will be
water orientated, a man made lake filled with re-claimed water and
stocked with fish. This project will include a beach club and a
swimming lagoon.
Mr. Wally Burgess, representing Lane/Kuhn Pacific will be
developing The Cottages at EastLake Shores which are the last of
the detached housing projects. The lots will be 3,000 square feet
and will sell from ~79,000 to 95,000. The architecture will be
Cape Cod with the first tract having 93 homes and the second tract
99 homes. They are getting their building permit next week, have
already been through their plan check and will be ready for their
model home opening in March.
Mr. Tom Hobbs, Senior Vice President, representing Century
American, stated that this project at EastLake Shores will be
their first development in San Diego County (112 units). The
homes will be attached units referred to as "jewel box" sites.
The homes will range from 995,000 to 9115,000.
McKellar Development of La Jolla will be developing another
attached project which is also their first in South Bay. It will
have 422 units. Mr. Mark Simmons, representing the firm stated
they have been in existence for 35 years and have won numerous
awards nationwide for their developments. He showed the
elevations of the proposed units noting they will be 8 to
10-plexes. It will be a waterscape community with blue-green,
blue-turquoise, and grey as the predominant colors. Price will
range from $75,000 to 995,000. Mr. Simmons expressly noted the
landscaping program proposed for this development.
The next development presented was Villa Martinique, a high
density condominium development by Barratt San Diego Developers.
This will be in the low and moderate income price bracket. They
will be developing 232 units, 22 units per acre, the square
footage of the units will be 440 to 990 square feet, price ranging
from 949,000 to $79,990.

A break was taken at 11:05 and the meeting reconvened at 11:15.
Mr. Jeff Phair, Vice President in charge of the Industrial
Development and Employee Center at EastLake presented a film
showing the proposed project. It will be a ~4 to ~5 million
development with retail offices and industrial space. The first
phase will be 200,000 square feet, mainly for high-tech
buildings. Mr. Phair noted some of the tenants who will be coming
into this area and showed pictures of the employment park which
will house tennis courts, a swimming pool and recreational
activities. They are getting their final check on the grading,
the bid opening was last week, and they expect to be open for
occupancy by next summer. Mr. Phair summarized the EastLake
development will have 11,000 units with 30,000 increase in
population in the next 20 years, having a total value of over ~500
million.
Mr. Bob Santos stated EastLake Greens will be developed as the
next phase. The golf course and clubhouse will be developed by
Sunrise Developers. The theme of the overall EastLake development
is "City Close and Country Quiet."
Mayor Cox thanked Mr. Santos and the developers of the EastLake
team for the presentations this morning.
John Goss, City Manager, responded to the recent questions raised
by the City Council as to development processing and development
implementation of the analysts report issued in May 1984: "Land
Development Permit Processing Report." He noted the process of the
plans through the Planning, Engineering, and Building & Housing
departments.
