Opportunity for members of the public to speak to Commission on any subject matter
within the Commission's jurisdiction but not an item on today's agenda.
1. Review and consideration of the County Wide Integrated Waste Management
Plan, consisting of the wide summary plan and County wide siting element.
2. Review of Negative Declaration IS-96-03, Main Street reconstruction

CALL MEETING TO ORDER/ROLL CALL: Meeting was called to order at 6:30 P.M. by
Chair Burrascano. Present: Commissioners Clark, Hall, Marquez. Fisher amved late (7:35).
Excused absence: Yamada. City Staff present: Jerry Jamriska.
APPROVAL OF MINUTES: Minutes approved for August 21, 1995 and August 31, 1995.
ORAL COMMUNICATIONS: None
NEW BUSINESS:
1. Review of Negative Declazation IS-96-02, increase in height of free standing and
movement signs, Holiday Inn Sign at 4450 Otay Valley Rd., Cheryl Cox gave
presentation, motion carried unanimously recommended approval of the Negative
Declaration with comment by the Chair that would be more appropriate for CALTRANS
to cutback on the trees that are on the freeway right-of--way.

STAFF COMMENTS
1. Humanitarian of the Year Award Nominations, no discussion, no action
2. Bazbara Hall was chosen for Environmentalist of the Yeaz.

Jerry Jamriska, Special Planning Projects Manager for the City of Chula
Vista made introductory comments pertaining to the Specific Plan Area One
schedule before the RCC/PC/CC. He then introduced John Bridges, of
Cotton/Beland Associates. Mr. Bridges presented the Second Tiered Draft
Environmental Impact Report for SPA One and its relationship to the
GDP/SRP EIR. Mr. Bridges went through the significant environmental
impacts and its associated mitigation measures. He then answered
questions from the members. A motion was made and seconded to continue
discussion until October 22, 1995 due to the volume of material presented
and distributed.

Jerry Jamriska, Special Planning Projects Manager for the City of Chula
Vista made a presentation on the content of the Phase 2 Resource
Management Plan. He discussed the relationship between the Phase 1 and
Phase 2 Resource Management Plan and stated that there are no
requirements for the RCC to adopt the Plan, but it is being presented for
informational purposes. He answered questions from the members
pertaining to the Preserve Owner Manager, Preserve Conveyance and
Funding Plans. A motion was made and seconded to continue discussion due
to the interest expressed by the members for additional discussion in the
future.
