RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA SETTING FORTH A COUNCIL POLICY ON
BOARDS, COMMISSIONS, COMMITTEES (B/C/C)
ABSENCES
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, at the meeting of July 19, 1988, the City Clerk
submitted to the City Council a report on the B/C/C Attendance
Policy, and
WHEREAS, it was the unanimous decision of the Council to
direct the City Clerk to bring back a policy incorporating the
concurrence of a majority of the B/C/CS as to the percentage of
absences which shall be permitted before the seat is declared
vacant, and
bTHEREAS, the new Policy will now require attendance at
75~ of the meetings which will apply to special meetings and
workshops as well.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Chula Vista does hereby adopt the Council Policy
setting forth Boards, Commissions, Committees (B/C/C) Absences,
attached hereto as Exhibit "A" and incorporated herein by
reference as if set forth in full.

BACKGROUND

Because of the problems associated with absences of members of various
boards, commissions and committees - lack of quorums and cancellations
of meetings - the City Council directed That a policy be initiated
whereby a member of any B/C/C shall be required to attend 75% of the
meetings called by that B/C/C during one fiscal year. This
requirement includes special meetings, conferences and workshops.
PURPOSE
To limit the number of times that the B/C/Cs will have to cancel their
meetings due to a lack of quorum.
POLICY
1. There shall be a required attendance at 75% of the meetings which
shall include workshops and conferences.
2. The B/C/Cs shall have the authority to grant approval for certain
types of excuses as approved by the City Council.
3. "Official" excuses shall be defined as illnesses (family and/or
personal), business commitments, vacations and "Acts of God."
4. An excused absence from any B/C/C meeting must be called in to the
secretary of the B/C/C or to the chairman prior to the scheduled
meeting and sYrall be recorded in the minutes as excused or unexcused.
5. Any member who is nearing the percentage of missing 25°b of the
meetings shall first be given written notice by the secretary or the
chairman of the B/C/C so that s/he can appeal to the B/C/C for a
waiver of the policy.
6. In July of each year, the secretary shall submit to the City Clerk
a record of attendance. This attendance record will note the
percentage of absences for the members for the preceding fiscal year -
July 1 - June 30. Any member missing 25% ar more of the B/C/C
meetings during the past year without official excuses small
automatically have his/her seat vacated.
7. This policy shall become effective beyinning July 1, lEBS.
