Goss, City Manager ~" /,/ SUBJECT: City Council meeting of September 12, 1989 Transmitted herewith are the agenda and related materials for the regular City Council meeting of Tuesday, September 12, 1989. Comments regarding the Written Communications are as follows: 5a. This is a request from The Chula Vista Historical Society for funding in the amount of 5300 to share in the expense of an Arbor Day book project and display. IT IS RECOM~4ENDED THAT THIS REQUEST BE REFERRED TO THE RESOURCE COPJSERVATION COMMISSION AND THE LIBRARY BOARD FOR REVIEW AND RECOMMENDATION. 5b. This is a request from the Fleet Reserve Association to initiate a flag burning service on Columbus Day at Eucalyptus Park. Inasmuch as staff has some concerns regarding the location and feels it would be in the City's best interest to participate in developing such a flag burning program, IT IS RECOMMENDED THAT THIS REQUEST BE REFERRED TO STAFF FOR A FINAL REPORT WITHIN THE NEXT TWO WEEKS. 5c. This is a letter from the Huffman Companies requesting that approval of remodeling permits be handled in a more expeditious manner. While it is true that interior remodeling permits can be handled quickly as a counter transaction, the extent of an exterior remodel determines the timeframe for approval. Simple exterior remodels will be approved more expeditiously than major remodels, particularly if they require review by the Design Review Committee. A building permit for the "F" Street project referred to in the letter was issued on September 7, 1989, only two days after the request was submitted. IT IS RECOMMENDED THAT THE LETTER FROM THE HUFFMAN COMPANIES BE REFERRED TO OUR BUILDING DEPARTMENT FOR RESPONSE. 5d. IT IS RECOMMENDED THAT THE RESIGNATION OF SUZANNE HARRIS FROM THE SAFETY COMMISSION BE ACCEPTED WITH REGRET, AND THAT A LETTER OF COPiMENDATION BE SENT TO MS. HARRIS. 5e. This is a request from County Board of Supervisors Chairman Susan Golding, regarding enforcement of Penal Code Section 594.1, which deals with the selling of spray paint to persons under 18 years of age. As Council is aware we have programs through both our Police and Parks and Recreation Department which deal with graffiti problems. IT IS RECOMMENDED-THAT A RESPONSE BE PREPARED FOR THE MAYOR'S SIGNATURE TO THE BOARD OF SUPERVISORS INFORMING THEM OF THE CITY'S CONTINUED ENFORCEMENT OF P.C. SECTION 594.1, AND OF OUR EFFORTS REGARDING ANTI-GRAFFITI PROGRAMS. JDG:mab
