SUBJECT: Otay Valley Road Widening Project
This project proposes to widen Otay Valley Road to a six lane
divided roadway starting at Interstate 805 and extending eastward
to a point 400' west of the Chula Vista city limits. The work
would be done in two phases. Phase one, a six month project to
be completed sometime in 1990, would extend about 6,300' from
Interstate 805 to about 400' east of Nirvana Street. The remaining
roadway would be widened on an as needed basis sometime before
1994. This project is needed and its approval is recommended.
The proposed right-of-way calls for a 16' center median. It is
recommended that this median be reduced to 10' or less to reduce
land acquisition costs and minimize the effects to businesses along
the south of Otay Valley Road. The 12' traffic lanes and the 8'
pull-off lanes comply with current traffic criteria. However,
the 12' side areas could be narrowed to further reduce land
acquisition on the south side (Fig. 2.2-4).
Fences should be erected where possible on the north side of the
project east of Nirvana, to direct water seeking small mammals
to cross under the roadway via drainage culverts, to avoid road
kills (Fig. 3.2-1). Culverts and fences should be designed and
built to permit passage of these animals.
There is an extensive traffic study which predicts an increase
in traffic volume. However, nowhere is there any mention of
synchronizing the proposed traffic signals to facilitate and even
the flow of traffic. The city should make it mandatory that any
new traffic signal installations be timed and synchronized to avoid
traffic delays, wasted time, reduce pollution and waste of fossil
fuels. The current situation of intersection paralysis, long stop
light waiting periods, and traffic flow interruptions, should not
be continued or carried over into any new project.
