PROJECT LOCATION: Southwest corner of 30th Street and Edgemere Avenue (N. Second Avenue) ASSESSOR'S PARCEL NO. PROJECT APPLICANT: CASE NO: IS-95-16 A. Proiect Settin¢ DATE: February, 7, 1995 The project site is a portion of a previously graded site. The total site is 5.77 acres located at the southwest corner of 30th Street and Edgemere Avenue. A 26,920 square foot portion of the site, east of the Food 4 Less market currently under construction, is proposed for the automotive maintenance facility. This site is bordered by 30th Street to the immediate north, and Edgemere Avenue to the east. Land uses adjacent to the subject property include the Sweetwater Town & County Shopping Center to the east, across Edgemere Drive, single family residences and the National City Municipal Golf Course to the north and Sweetwater River to the south. The site is located within the 100-year Flood Zone Boundary. B. Proiect Description A 2,502 square foot automotive maintenance facility is proposed on a 286,920 square foot portion of the project site. The applicant proposes 8 parking spaces onsite. Hours of operation are 7:00 a.m. to 6:00 p.m. Primary access to the site is from Edgemere with secondazy access available through the Food 4 Less access on 30th Street. A large rectangular concrete culvert to convey water from 30th Street bisects the property diagonally toward the eastern portion of the site. The current discretionary action is a conditional use permit for an automotive maintenance facility and Design Review. Previously the entire site was considered through Design Review. At that time environmental review was completed and a Negative Declazation was issued (IS-94-15). The previous environmental review is incorporated into this document by reference. A portion of the site is located within the 100-yeaz floodplain and the 500 year floodplain. It is unknown what impact the Army Corps of Engineers and Caltrans channel improvements have had on the floodplain elevations. The applicant will be required to build one foot above the floodplain or to floodproof the construction. This requirement will mitigate impacts to below a level of significance. The Food 4 Less construction plans include a system to collect onsite drainage from both the Food 4 Less and Econo Lube 'n' Tune. Off-site drainage systems are adequate. The Landscape Architect requires minirnum landscaping per the Landscape Manual.The sewer lateral for the project pazcel shall not be connected to the 563-370-25,26 & 19 Econo Lube 'n' Tune, Inc. city of Chula vista planning department Litt OF environmental review section CHULA VISTA building sewer until a sewer agreement between Chula Vista and National City for sewer service (connection to National Ciry sewer) has been approved by both cities and a sewer connection permit is issued by the City of National City. Also the agreement between Chula Vista, National City and Canyon-Cahan Properties dated 11/8/94 provides that a new agreement will be required for this development. The existing soils report needs to be updated to reflect the proposed development conditions which include a tube pit below grade. Noise There is the potential for noise impacts from the automotive diagnostic and repair equipment used in conjunction with the automotive maintenance use. Conditions to mitigate this potential impact have been included in the proposed Code Amendment for the use. The condition would require all work to be conducted within a building. The proposed Econo Lube 'n' Tune will comply with the conditions in the proposed code amendment which will mitigate any potential significant impact. Land Use The proposed use is not currently permitted in the CCP zone. There is an amendment to the Municipal Code proposed in conjunction with this project that would permit automotive maintenance facilities in the CCP zone with a conditional use permit. Adoption of the code amendment will mitigate any potential land use impacts. Hazardous Materials Automotive maintenance facilities provide a vaziety of automotive services including oil changes, lubrication services, etc. There is the potential for the hazazdous materials associated with these services (used motor oil, etc.) to contaminate ground water if it is not stored and disposed of properly. Conditions to address this situation have been included in the draft Code Amendment. If adopted as proposed, these conditions would be imposed as standard conditions on every CUP for Automotive Maintenance which would mitigate any potential impact to less than significant. C. Compatibility with Zoning and Plans The General Plan designates [he site as "Retail Commercial" and the zoning is "Central Commercial" with a precise plan (CCP). As previously discussed, there is an amendment to the Municipal Code proposed that would permit automotive maintenance facilities in the CCP zone with a conditional use permit. Provided the amendment is adopted, the project is compatible with the zoning and General Plan designation. D. Identification of Environmental Effects An initial study conducted by the City of Chula Vista (including the attached Environmental Checklist Form) determined that the proposed project will not have a significant environmental effect, and the prepazation of an Environmental Impact Report will not be required. This Negative Declaration has been prepared in accordance with Section 15070 of the State CEQA Guidelines. ro:a~«nk.~a> Page 2 E. Mitigation necessazv to avoid significant effects The proposed project will not result any significant or potentially significant environmental impacts, therefore, no project specific mitigation is be required.
