PUBLIC HEARING: GPA-95-04: Consideration of a proposal to amend the General Plan Land Use Diagram from Open Space to Research and Limited Manufacturing on property located north of "L" Street, between Interstate 5 and the San Diego Trolley tracks - Ciry Initiated 3.
