The project site is 3.94 acres with existing structures consisting of a temporary Church
building (16,850 sq.ft.) for weekly services (which was brought onto the site after a fire
destroyed the previous sanctuary), and existing Classroom buildings for daily education;
preschool and grades K through 8 (12,854 sq.ft.). The site is zoned R1 and is surrounded
by single-family homes. Existing vegetation on site consists of tress, shrubs and ground
cover. The Telegraph Canyon Creek drainage channel runs through the southeast portion
of the site. The average graded slope on the site is 3%. The site is currently accessed from
Kearny Street.
B. Proiect Desciiption
The proposed project is a Master Plan to allow for the construction of a new church, 9006
sq.ft., pazish hall, 3999 sq.ft., and an administration building, 1494 sq.ft., with
accompanying hardscape, landscape and parking. The existing school will remain and the
existing temporary church building, 2160 sq.ft., is to be relocated and a basement is to be
added. A 2,160 sq.ft. columbarium wall and garden is to be incorporated. There are 70
existing parking spaces and 116 aze proposed. The project also entails the addition of an
access to the site from "K" Street at the southern end of the site and a vehiculaz drop off lane
at the mid point of site along 1st Avenue.
The school and church are open seven days a week. The hours of operation are as follows:

The activities of the church include Sunday service with an attendance of f85 people. There
are 30 employees of the church and school. The church provides the Chula Vista
Community with a meeting hall for community activities such as boyscouts and ALANON
meetings (Please see attached April 1995 schedule).
The project will involve the removal of an existing lawn area to allow for the construction
of new structures and additional parking. In addition, some vegetation will need to be
removed including: a Mondell Pine, Eucalyptus Tree, Fern Pine, Flowering Peach Tree,
Queen Palm, and a California Sycamore. The applicant will be required to obtain approval
of the project landscape plan prior to issuance of the building permit. The landscape plan
will be reviewed during the design review process.
The project will involve street improvements which include a pedestrian ramp at the
Southwest corner of First Avenue/Kearny Street, street lighting and a driveway. New curb,
gutter, sidewalk and P.C.C. pavement will be required where the applicant proposes a new
dropoff location on First Avenue.
A soils report will be required prior to issuance of a grading and/or building permit. The
proposed project will required design review approval and a Conditional Use Permit approval
from the Zoning Administrator.
C. Comoatibility with Zonin>? and Plans
The site is zoned Rl and designated as low-medium residential. A church is an unclassified
use, which is permitted in the R1 zone, subject to a Conditional Use Permit. The proposed
project is in compliance with the General Plan.
D. Identification of Environmental Effects
An initial study conducted by the City of Chula Vista (including the attached Environmental
Checklist Form) determined that the proposed project will not have a significant
environmental effect, and the preparation of an Environmental Impact Report will not be
required. This Negative Declaration has been prepared in accordance with Section 15070
of the State CEQA Guidelines.
The following impact has been determined to be less than significant. A discussion of each
of these less than significant impacts from the proposed project follows.
Drainaee
The off-site and on-site drainage facilities have been determined to be inadequate for the
project proposal. To address on-site impacts, on-site collection and conveyance facilities will
be required to adequately convey site runoff, resulting from new site improvements, to
downstream drainage facilities.

3. Does the project have possible effects which are individually limited but
cumulatively considerable? As used in the subsection, "cumulatively
considerable" means that the incremental effects of an individual project are
considerable when viewed in connection with the effects of past projects, the
effects of other current projects, and the effects of probable future projects?
The proposed improvements to an existing church facility aze not expected to
generate significant individual impacts. The removal of existing vegetation will be
offset by replanting and a landscape plan will require approval prior to final project
approval, which ensure that landscape impacts aze less than significant. All impacts,
both individual and cumulative have been found to be less than significant, as the
result of the applicant's compliance with the City's code requirements, therefore
cumulative impacts are not considerable.
4. Will the environmental effects of a project will cause a
substantial adverse effects on human beings, either directly or indirectly?
The proposed project will not cause any significant impacts and is in compliance with
City Growth Management threshold standards for fue, police, school, and other
public services. The proposed project will not create substantial adverse impacts to
human beings, either directly or indirectly.
