The project site is an existing, 22,950 squaze foot, 24 hour Unocal gas station, with a snack
shop, located on the corner of Bonita Road and Bonita Glen Drive. The site includes: an
existing canopy with four gas dispensers which is to be modified to accommodate two
additional gas pumps, a small office, a existing service station building with Tube bays
(service areas usually used for the changing of oils_and other lubrication fluids), a food mazt,
restrooms, and perimeter landscaping. There aze two access points, one via Bonita Road and
the other via Bonita Glen Drive. Two underground fuel storage tanks exist on the northeast
portion of the site. Five pazking spaces exist on site. The average graded slope of the site
is 5%. A Ramada Inn and a Chevron gas station aze located across Bonita Road to the north.
A Shell service station is located to the east across Bonita Glen Drive. A liquor/deli shop
is located to the west of the site. To the south there aze multi-family residences.
Project Description
The proposed project consists of [he construction of a new 1,579 squaze foot express
cazwash, snack shop, and storage azea. The existing canopy will be modified to
accommodate two additional gas dispensers added to the existing four. The applicant
proposes to demolish the existing building, place fifty cubic yazds of fill, and regrade the
entire site. The car wash construction will require the removal of the existing pavement on
site where the cazwash is proposed and the geotechnical condition of this azea will need to
be reviewed before carwash construction, to ensure that the azea is adequate for the proposed
structure. At the southern property line between the cazwash and the multi-family residence
the applicant will construct a noise buffer wall to mingnize the level of noise that could
impact the residence.
The estimated number of auto trips generated by the project is 820 more than existing for a
total of 1,860 ADT. The average number of customers per day is 400. The hours of
operation will be 24 hours for the gas station, 6 AM to 8 PM during April-September and
6 AM to 7 PM during the rest of the yeaz for the carwash. The estimated number~~1(~

deliveries per day will be one. There will be six parking spaces provided on site including
one handicapped space. The number of employees per shift will be two and there will be
three shifts.
Per section 14.20.120 of the Chula Vista Municipal Code, the applicant must incorporate a
Storm Water Pollution Prevention Plan (SWPPP) into their Hazazdous Materials Response
Plan, which is required by chapter 6.95 of the California I-Iealth and Safety Code. Prior to
the issuance of a building permit the applicant must show to the City that the necessary
permits have been obtained for the underground storage tanks and that there have been no
storage tank leakage. A soils study and school impact fees of $.28 per squaze foot must be
submitted prior to issuance of the building permit. Discretionary actions for this project
include: a conditional use permit, approval by the Design Review Committee and adoption
of a precise plan.
C. Compatibility with Zonin¢ and Plans
The current zoning on site is Commercial-Neighborhood (CN) and the site is designated
Commercial-Retail (CR). The proposed project is in compliance with the Zoning Ordinance
and General Plan.
D. Identification of Environmental Effects
An initial study conducted by the City of Chula Vista (including the attached Environmental
Checklist Form) determined that the proposed project will not have a significant
environmental effect, and the prepazation of an Environmental Impact Report will not be
required. This Mitigated Negative Declazation has been prepazed in accordance with Section
15070 of the State CEQA Guidelines.
The following impacts have been determined to be less than significant. A discussion of each
of these less than significant impacts from the proposed project follows.
E. Mitieation necessary to avoid sienificant effects
Three is multi-family residential located adjacent to the site on the southerly side which could
be impacted by noise from the cazwash. Therefore, prior to the issuance of a conditional use
permit, proof of substantial conformance with the City's noise standards must be submitted.
Further, the applicant must note that requirement on the site plans. Finally, continued
compliance with the City's noise standazds must be maintained.
