A. Project Setting
The project consists of approximately 3/4 of a mile of roadway reconstruction and widening
and is located in the Montgomery Community. A portion of the project lies within the
Southwest Redevelopment Area. The reconstruction will occur primarily from Naples to
Palomar and a comprehensive widening of the roadway is planned from Palomar to the
southern terminus of the project. Approximately 3.25 acres of earth will be graded to
accommodate various types of roadway improvements. These improvements will consist of
driveway construction, curb and gutter construction, sidewalk construction, A.C. pavement
and raised/landscaped medians. Current surrounding land uses include: high-density
residential, retail and thoroughfare.
B. Project Description
The project involves the reconstruction and resurfacing of Broadway from Naples Street to
Anita Street. This project will extend Broadway to its ultimate width. Curb inlets will be
upgraded to adequately convey runoff away from the roadway. Also, existing medians will be
replaced and traffic signals will be upgraded. Street trees will need to be included to the
satisfaction of the City Landscape Architect. These improvements will bring Broadway into
compliance with the Circulation Element of the General Plan. The discretionary action for this
project is the granting of the construction contract.
C. Compatibilitu with Zoning and Plans
Surrounding zoning includes: CTP, CC, CCP, R-3, R-3P and 5-94. The current surrounding
General Plan Designations include: high-density residential, thoroughfare, retail and open
space. This project will conform to these General Plan Designations and the Circulation
Element of the General Plan. ~`~~~

D. Identification of Environmental Effects
An initial study conducted by the City of Chula Vista (including the attached Environmental
Checklist Form) determined that the proposed project will not have a significant environmental
effect, and the preparation of an Environmental Impact Report will not be required. This
Negative Declaration has been prepared in accordance with Section 15070 of the State CEQA
Guidelines.
E. Mitigation necessary to avoid significant effects
The proposed project will not result any significant or potentially significant environmental
impacts, therefore, no project specific mitigation is be required.

This environmental determination is based on the attached Initial Study, any comments
received on the Initial Study and any comments received during the public review
period for this Negative Declaration. The report reflects the independent judgement
of the City of Chula Vista. Further information regarding the environmental review
