Second Avenue) ASSESSOR'S PARCEL NO.: PROJECT APPLICANT CASE NO: IS-94-15 A. Project Setting DATE: February ~11, 1994 The project setting is a previously graded 5.77 acre site at the southwest corner of 30th and Edgemere Avenue. The site is bordered by 30th Street to the immediate north, and Edgemere Avenue to the east. Land uses adjacent to the subject property include the Sweetwater Town and Country Shopping Center to the east, across Edgemere Drive, single family residences and the National City Municipal Golf Course to the North and Sweetwater River to the south. The site is located within the 100 year Flood Zone Boundazy. B. Project Description A 50,525 square foot Food-4-Less and a 3,000 square foot pad are proposed for development on a 5.14 acre azea. Two hundred ninety-eight (298) pazking spaces aze proposed. Access to the site is proposed via three full access driveways on 30th Street and one full access driveway on Edgemere Avenue. The Edgemere Avenue driveway will serve only the 3000 square foot pad. The westernmost driveway is an existing driveway opposite L Avenue which currently serves the adjacent Toys-R-Us Store. The easternmost driveway on 30th Street, opposite N Avenue, will be utilized for truck loading and unloading only. Currently, the pazcel is covered with a moderate growth of natural weeds and grasses. A large rectangular concrete culvert to convey water from 30th Street bisects the property diagonally towazd the easterly portion of the site. The discretionazy action for this project is Design Review. The southwest comer of the proposed pazking lot is in the 100 yeaz floodplain and the 500 yeaz floodplain. It is not known what impact the Army Corps of Engineers and Caltrans channel improvements have had on floodplain elevations. The applicant will be required to build one foot above the floodplain or to 563-37-25 Cahan Properties -1- ~`~r/ ~r city of Chula vista planning department CT1Y OF environmental review section CHULA VISfA, floodproof the construction. This requirement will mitigate impacts to below a level of significance. The applicant can appeal to the Boazd of Appeals to obtain an exception to flood proofing or elevating the azea if a study is performed which evaluates the impact of the improved Sweetwater River Channel and the local tributary under 100 yeaz conditions. The applicant is required to reduce the traffic impacts by striping atwo-way lefr-turn on 30th Street from about 60 feet west of the Edgemere Avenue intersection to the beginning of the westbound left-turn lane at L Avenue, close the median in the driveway opposite to L so vehicles will not be allowed to turn left into either the middle pazking aisle and install a raised median on 30th to restrict the project driveway movement to right in and out only since the driveway is not aligned with the northerly leg of M Avenue. The applicant will also be required to meet the Fire Department requirements and those of the Sweetwater Authority. On-site drainage facilities are required to be installed by the applicant as is an agreement between the City of Chula Vista and the City of National City and possibly the Spring Valley Sanitation District for service. The applicant will be required to prove that the proposed project will meet the noise ordinance requirements for both the Cities of Chula Vista and National City. C. Comnatibilitv with Zoning and Plans The General plan designates the site as "Retail Commercial" and the zoning is "Central Commercial" with a precise plan (CCP). The proposed project conforms to the current zoning (CCP) and it is compatible with the Retail Commercial designation on the General Plan Land Use Diagram. D. Identification of Environmental Effects An initial study conducted by the City of Chula Vista (including the attached Environmental Checklist Form) determined that the proposed project will not have a significant environmental effect, and the prepazation of an Environmental Impact Report will not be required. This Negative Declazation has been prepazed in accordance with Section 15070 of the State CEQA Guidelines. Noise The traffic impact analysis prepazed for this project estimates that the project will generate an increase of 2450 trips per cay on 30th Street east of Highland. The site -2- plan shows that homes in National City north of 30th Street between L and N street will have visual access to the loading and unloading azeas. It is possible that there will be an increase in noise levels. The applicant is required to prove that the project will be in conformance with both the City of Chula Vista and the City of National City zoning ordinances (which aze the same) prior to construction and throughout the time the store continues to operate. Traffic The proposed project was calculated to have significant but mitigable traffic impacts. The following measures were incorporated into the project description to reduce the traffic impacts to below a level of significance: Stripe atwo-way left-turn lane on 30th Street from about 60 feet west of the Edgemere Avenue intersection to the beginning of the westbound left-turn lane at L Avenue. 2. Close the median in the driveway opposite L Avenue so vehicles will not be allowed to turn left into either middle parking aisle. The engineering department recommends that a raised median be installed on 30th to restrict the project driveway (opposite to M Avenue) movement to right in and out only since the driveway is not aligned with the northerly leg of M Avenue. As these measures have been included in the project description, impacts aze reduced to below a level of significance. E.
