HomeMy WebLinkAboutcc min 1984/10/15 MINUTES OF A SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA Monday, October 15, 1984 Council Chamber 7:00 p.m. Public Services Building ROLL CALL Councilmembers present: Mayor Cox, Councilmembers Malcolm, McCandliss, Scott, Moore Councilmembers absent: None Staff present: City Manager Goss, City Attorney Harron, Assistant City Manager Asmus PLEDGE OF ALLEGIANCE TO THE FLAG, SILENT PRAYER The Pledge of Allegiance to the Flag was led by Mayor Cox followed by a moment of silent prayer. 1. APPROVAL OF MINUTES FOR THE MEETING OF OCTOBER 9, 1984 MSUC (Moore/McCandliss) to approve the minutes. 2. SPECIAL ORDERS OF THE DAY PROCLAMATION WOMEN'S OPPORTUNITY WEEK OCTOBER 15-20, 1984 The Proclamation was presented to Jeanette Schedel, Revenue and Recovery Officer for the City of Chula Vista. Mrs. Schedel thanked the Council for the Proclamation on behalf of all women in government. 3. WRITTEN COMMUNICATIONS a. ONSTAGE PRODUCTIONS REQUEST FOR ACQUISITION OF VOGUE THEATRE FOR PERMANENT HOME FOR CULTURAL ARTS IN CHULA VISTA (OnStage Productions) OnStage requested cooperation of all cultural organizations in the South Bay area to form a coalition with the Mayor, appointed City Councilmembers, Project Area Committee and Chamber of Commerce for the acquisition of the Vogue Theatre for a Cultural Art Center and Community Theatre. City Manager Goss stated there is an informal committee consisting of members of the Chamber of Commerce and Councilmembers Scott and McCandliss. He recommended this item be referred to them for possibly expanding their committee membership. MSUC (Malcolm~4cCandliss) to accept the staff recommendation. Special City Council Meeting - 2 - October 15, 1984 b. COMPLAINT REGARDING ON STREET PARKING ON THE 1100 BLOCK OF WALNUT AVENUE (Marine Consultants, Inc.) R.J.M. Marine Consultants, Inc. complained of the use of parking areas in front of their office and up and down the street in front of their property being used for the parking of wreckers, hauling trucks and excess junkers. They requested Council look into the situation and let them know what can or should be done. MSUC (Moore/Scott) to refer this matter to staff for review and report. c. REQUEST FOR SUPPORT OF ALLOCATING SAVINGS FROM PROPOSITION 41 TO EDUCATION (City of Poway} The City of Poway urged support of proposition 41 regarding savings to be allocated to educational purposes. MSUC (Malcolm/Scott) to file this item. Councilwoman McCandliss said she would like to discuss this item further, when the Council considers the item on Proposition 36. PUBLIC HEARINGS AND RELATED RESOLUTIONS AND ORDINANCES 4. PUBLIC HEARING (RESCHEDULED) CONSIDERATION TO REZONE 4.07 ACRES OF SDG&E PROPERTY ON THE EAST SIDE OF I-5 FREEWAY AND NORTH OF WALNUT AVENUE FROM R-3 TO I-L - GARDNER/GRETLER (Continued from the meeting of October 9, 1984) (Director of Planning) a. ORDINANCE 2088 AMENDING ZONING MAP OR MAPS ESTABLISHED BY SECTION 19.18.010 OF THE CHULA VISTA MUNICIPAL CODE REZONING 4.07 ACRES OF SDG&E PROPERTY ON THE EAST SIDE OF I-5 AND NORTH OF WALNUT AVENUE FROM R-3 TO I-L-P - FIRST READING This being the time and place as advertised, Mayor Cox opened the public hearing. Director of Planning Krempl stated the first reading on this item was conducted on September ll, 1984. During the second reading on September 18, 1984, the Council was informed by the adjacent residents that the applicant had been working on the property clearing the vegetation and trees from the site and causing noise and dust. The Council directed the second reading not take place and rescheduled the rezoning matter for a public hearing. The applicant recently informed the P1 arming Department that removal of the trees was a condition of the lease agreement with SDG&E indicating the trees were diseased and in need of treatment or removal.
