Cox, Mayor ,~II~L SUBJECT: Ad Hoc Committee on Hazardous & Toxic Substances At the February 7, 1984 City Council meeting, the Council accepted a report regarding the proposed comoosition of a task force on environmental concerns and requested that the R.C.C. provide an ex-officio member to serve on the committee. Attached for your information is a description of the functions of the committee, and a list of the voting and ex-officio members. bJe would appreciate your making an appointment to the committee at your February 27, 1984 meeting. Please have your secretary contact my office with the name of your appointee as soon as you have taken action on this request. The first meeting of the committee will be at 4:00 p.m, on Thursday, March 8, 1984, in Conference Rooms 2 and 3 of the Public Services Building. GRC:mab TASK FORCE ON ENVIRONMENTAL CONCERNS The committee shall be composed of nine (9) voting members and six_ (6) exofficio members shall be appointed by the Mayor and approved by the City Council for a term of one (1) year. The committee shall meet at its discretion. The broad purpose of the committee is to (1) verify the type and degree of environmental monitoring that is currently being performed by various agencies, (2) review current monitoring results, and (3) disseminate information concerning hazardous_ waste matters to the Council. The scope of responsibility and objectives of the committee shall include the following: 1. Obtain and review various monitoring results, reports and investigations relative to hazardous wastes treated, stored or handled. 2. Obtain and review reports made relative to any spill of hazardous waste which occurs in the Chula Vista Sphere of Influence which could potentially impact the Chula Vista environment. 3. Establish liaison with the various regulatory agencies so as to assure prompt receipt of monitoring results, reports, investigations and corrective actions that may be recommended or required. Evaluate whether current monitoring of environmental concerns are adequate or if additional monitoring is deemed necessary. 4. Evaluate the effectiveness of existing monitoring/ reporting systems and evaluate their current method of distribution. '~ _, 5. Prepare a final report for 'the City Council in- cluding findings and recommendations of the committee. 6. Prepare special reports, if appropriate, concern- ing spills, illegal dumping, potential escape of leachate or other hazardous waste activities presenting a potential hazard to the community. 31a ~. Larry Borbolla - Rohr Industries Manager of Environmental Control and Maintenance, responsible for corporate regulatory compliance for 13 years, member of the County's Community Resource Panel advising the Board of Supervisors on air pollution control matters. Sweetwater Authority Bob Purdue - Water Quality Superintendent, active in the water quality control area for 14 years, BA from SDSU in chemistry. Otay Municipal Water District Milt Emerson - General Manager of water districts for 8 years, General Manager of Otay Municipal Water District for 2 years, civil engineer, graduated from USC, formerly a public works director, city engineer and city manager.
