MEMO TO: All City Commission & Committee Chairmen
FROM: ~`~ Leonard M. Moore, City Councilman
SUBJECT: POTENTIAL SPECIAL JOINT EFFORTS OF CITY
COMMISSIONS OR COMMITTEES TO ENHANCE
GOVERNMENT & YOUNG PEOPLE RELATIONSHIP
One frequently reads how cities can improve the government to people relationship. In
this regard, I suggest that the City's various commissions and committees consider the
following concept with limited staff support authorized by the City Manager.
One or more committees/commissions adopt an Awareness Program with
the purpose of involving the City's youth in conjunction with the elementary
and high school district.
EXAMPLE: Formulate and coordinate a program to test the students'
knowledge of our City. A spin-off of a spelling bee, simple within a specific
grade, and increase the degree of difficulty through the individual school
and into a final quiz. The end results being a better informed student body
and the residents at large via news articles. Acarry-over of the event will be
the general knowledge worthy of informing, correcting and advising others.
EXAMPLE: Formulate and coordinate a City Career Day with visitations and
job demonstrations throughout the various City departments, noting the
type of job opportunities available for high school and college grads.
Provide printed material noting the difference in annual income,
advancement potential and associated salaries; quality of life in the work
place etc.
EXAMPLE: Formulate and coordinate a community or street history, as per
Halecrest in the early 80's of the 200/300 block of Third Avenue. Each
building history as to tenants during the past 100 years with displays in
appropriate buildings utilized by the general public.
EXAMPLE: Form a treasure hunt for specific age group/grades, with
specific goals and efforts. May be restricted to manufacturer sites only.
Evidence of each visit will be a statistical/informational card noting the
product manufactured, number of employees, years in business and various
types of fees paid (i. e. property tax, social security tax, hazardous waste
fees, recycling fees, trash fees, business license fees, etc.).
Each Commission/Committee has a specific department sponsor and secretarial
assistance. That department could provide limited assistance and/or involve students in
one of their City wide community programs (i. e. Building & Housing's Community
Appearance Program or Zoning Enforcement Program, the Safety Commission with mind
boggling traffic situations, street intersections and a major effort in publicizing the
program and final event/winner would be important, live audience, cable tv for later
viewing, plus local news coverage.
Emphasis would be to broaden the youth's knowledge of our City in a manner that
stresses awareness, designed go entice students involvement and community awareness
and interest. The calibre of event, the challenge involved, the degree of difficulty and the
magnet of awards for winners could be achieved with maximum involvement of
commissioners and minimal need for staff time.
I hope a good number of our commissioners accept this challenge. I'm confident you
will find the program to be very rewarding and a funfilled diversion from your assumed
duties.
