HomeMy WebLinkAboutRCC AGENDA PK 1991/09/17ATTACHMENT A PROPOSED PROJECTS UNDER TAP 1992 GRANT APPLICATION Office Recycling Project This project will expand upon Chula Uista's awarded TAP Grant 1991, Model Office Recycling Program, to allow targeting of twenty (20) additional offices for complete recycling program consultation. The Office Recycling Guide, developed under the City's Model Office Recycling Program will also be distributed to additional offices. Continued development of the business recycling baseline began under the TAP 1991 award will also occur. Additional information on procurement, source reduction, and recycling collection services distributed. 2. Service and Hospitality Recycling Project This project will involve the development of a "Guide for Restaurant and Hospitality Recycling," focusing on specific waste needs for these establishments; market specifications required; and collection characteristics pertinent to these types of establishments. Vendor lists for recycling equipment and area recycling collection providers will also be included in the guide. Ten (10) establishments will be targeted for consultation and program set-up in the City. A basic training will be developed that can be given to managers and supervisors. Again, both the Guide and the trainings would focus on specific characteristics inherent in the service/hospitality industry. Industrial Recycling Project This project will involve development of a "Guide for Industrial Recycling" to include a complete listing of what is recyclable for industries, specifically demolition and construction debris; vendors lists for equipment and area processors; material specifications, contaminants, etc. The focus will be on the South Bay (particularly Chula Vista) for industrial needs, but list demolition recyclers for all of County. Marketing tips; procurement; and market development will also be explored. A Materials Exchange Bank will also be developed in order to survey for material's by-products ("wastes") of manufacturing that could be utilized by other industries and list industries that utilize or could potentially utilize industrial by-products in their manufacturing process. The City will work in conjunction with the State's new CALMAX materials exchange program. A baseline of industries and recycling activities in Chula Vista will also be established. <Attach proposed budget> ATTACHMENT B PERMIT ELIGIBILITY REQUIREMENTS COMMERCIAL AND INDUSTRIAL RECYCLING 1. The Permittee must provide a full, integrated line of recycling services to each establishment for which permitted. As follows: la. Containers Permittee agrees to provide exterior containers for adequate storage of all recyclables to meet needs of collection frequency agreement with each business for which permitted. Permittee agrees to work with City staff to provide information on interior desk, office and intermediate containers for employee use. lb. Collection Permittee agrees to provide adequate labor and equipment to pick-up recyclables from the agreed upon exterior storage area (or inside if located in service garage) and transport to the collection vehicle, and return empty storage container to the storage site. lc. Designated Materials Permittee agrees to collect all designated recyclables at establishments for which permitted. Designated recyclables are as follows: COMMERCIAL RECYCLABLES office ledger paper cardboard newspaper aluminum yard wastes INDUSTRIAL RECYCLABLES dirt rock sand glass food/beverage containers rigid plastic containers tin-bimetal cans white goods (appliances) asphalt concrete 1Designated recyclables include those commodities prohibited from being landfilled at County owned landfills under the County Mandatory Recycling Ordinance, and consequently to be adopted by the City of Chula Vista. 2. Promotional and Educational Materials Permittee agrees to work with the City to provide comprehensive "how to" training materials and sessions, promotional materials, program updates, and other information relating to collection and materials specifications. 3. Prior Experience Permittee agrees to attach samples of past promotional materials developed for recycling (or related) services; accounting forms used to track collection and marketing of recyclables; sample tonnage reports (for the City) and reimbursement forms (for the generator); and description of prior services provided.
