Following the Redevelopmerit Agency meeting, Mayor Cox reconvened the City
Council meeting at this time.
DISCUSSION ON CITY'S SPHERE OF INFLUENCE
The City's Sphere-of-Infl uence Study was reviewed by the P1 anning Commission
with recommendations to forward the study to the Council with a favorable
recommendation. The study is scheduled for Council consideration at their
meeting on November 13. LAFCO advises that an application to file annexation
of the property has not been completed yet. Upon completion, the application
will be forwarded to the City for review and comment.
Councilman Scott commented on the possibility of the Valley Land Company being
in the City's sphere of influence and what should be done as far as annexation
to the City of National City. He questioned the appropriateness of sending a
letter to LAFCO stating "until approval of the City's study is received from
LAFCO, and LAFCO's approval of the City of National City's study, no action
shall be taken."
Planning Director Krempl noted that LAFCO has advised that the annexation will
not be considered at their November meeti rig. Instead, the study will take
place after City Council consideration on November 13. Most likely, LAFCO's
review will occur after the first of the year.
Mayor Cox noted that the City Attorney advises he does not have a conflict of
interest due to his previous involvement with the Valley Land Company.
However, because of the awkwardness of the situation, he questioned his voting
con~nitment.
MSC (McCandliss/Moore) allow Mayor to disqualify himself on this issue.
(The motion passed 3 to 1; Councilman Scott opposed.)
