HomeMy WebLinkAboutcc min 1984/12/20 MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA, CALIFORNIA Thursday, December 20, 1984 Council Conference Room 4:14 p.m. City Hall ROLLCALL Councilmembers Present Mayor Cox; Councilmen Malcolm, Moore, McCandliss, Councilmembers Absent Councilman Scott Staff Present City Manager Go ss, City Attorney Harron It was reported that Closed Session, which commenced at 3 p.m., adjourned at 3:12 p.m. 1. RESOLUTION APPROVING AGREEMENT WITH VTN, SAN DIEGO, FOR CONSULTANT NO.11890 SERVICES TO CONDUCT A GRADING EVALUATION FOR EL RANCNO DEL REY AND APPROPRIATING $5,000 THEREFOR A specific plan amendment has been filed by the Gersten Companies for 1,582 acres of E1 Rancho del Rey. The plan contemplates a significant density increase from an adopted 3,779 dwelling units to 5,338 dwelling units, or a 41% change. To assist staff in evaluating the land use plans, consultant services are being requested with VTN to conduct grading evaluation and al ternati ve grading concepts preparati on. RESOLUTION OFFERED BY COUNCILMAN MALCOLM, the reading of the text was waived by unanimous consent, passed and adopted unanimously. The Mayor adjourned the Council meeting at 4:16 p.m. to the Redevelopmerit Agency meeting. The Council meeting reconvened at 6:03 p.m. 2. VALLEY LAND COMPANY DISCUSSION Mayor Cox expressed concern with recent newspaper articles relative to the suggested impropriety on the part of local officials surrounding the Valley Land Company annexation. Due to the newspaper articles, the public might be mislead as to this proposed annexation by LAFCO. Mayor Cox stated that since the authors of the newspaper articles were not present this afternoon, he could not point out the inaccuracies of their writings in person. He stated that neither the City Council, nor the San Diego Association of Governments, nor the League of California Cities can change State law, which was not the impression given by the newspaper articles. He added that the resolution, which relates to grandfathering of annexation proceedings proposed by SANDAG, was supported by 15 other cities. The Mayor continued that although he did not intend to participate in acting on this item this afternoon, he wished to express his concern with the position in which Senator Deddeh has been placed. In fairness, to the Senator he suggested the Council should make a decision on whether there is still a desire to have this legislation introduced. Adjourned Regular City Council Meeting -2- December 20, 1984 Mayor Cox left the meeting at this time. Member McCandliss stated that as annexations are currently in the pipeline for the City of Chula Vista, there should be no problem with the present resolution. RESOLUTION 11762 SUPPORTING AN AMENDMENT TO THE LAW TO ALLOW PROPOSED ANNEXATIONS WHICH HAVE BEEN FILED BUT NOT COMPLETED TO BE GRANDFATNERED SO THAT THEY MAY BE PROCESSED PRIOR TO SPHERE OF INFLUENCE STUDIES BEING COMPLETED RESOLUTION RE-OFFERED BY COUNCILWOMAN McCANDLISS, the reading of the text was waived. Mayor Pro tem Malcolm suggested delaying action on this item until a full Council is present. Councilwoman McCandliss concurred with this suggestion and explained that when questioned about her knowledge of the Mayor presenting the subject resolution to SANDAG, she stated the Mayor never presents anything to other governmental agencies without Council ratification beforehand. Mayor Pro tem Malcolm added that the City Council passed the resolution before the Mayor had even invested in Valley Land Company. And, before the Council adopts a resolution it is usually several weeks or months before it is presented to the Council. Councilman Moore suggested since the State Assembly would not reconvene until January 7 and no legislation would be passed in the meantime, staff should assemble infonnation i ncl uding the Mayor's notes regarding the hi story of Valley Land Company for consideration following the January 3 Redevelopment Agency meeting. Councilwoman McCandliss withdrew her motion to re-offer the resolution. COUNCIL COMh!ENTS The Council expressed concern with the illness of Mr. Clarence Knight, a member of various City commissions. A draft letter addressed to the Star-News was reviewed by the Council expressing the Council's sadness due to Mr. Knight's condition. MSUC (McCandliss/Moore) to send a letter to the Star-News on behalf of Mr. Clarence Knight. CITY MANAGER'S REPORT a. City Manager Goss reported he would be out of town on January 3, 1985, to participate on an environmental committee of the League of California Cities. City Manager Goss discussed a courtesy request made to the County regarding a study on United Enterprises' General Plan Amendment (GPA}. Unfortunately, the County did not respond to this request and therefore staff has been unable to obtain any documents. Specifically, the information requested involves: 1. Support processing of GPA for United Enterprises subject to the six stipulations listed by the County. 2. Jurisdictional task force they wished to create. So far, the entire GPA process is totally contrary to any of the categorical procedures, 3. Material filed with the County would give Chula Vista more substance as to what United Enterprises may have in mind regarding the GPA. Staff is currently attempting to obtain this material. The City Manager emphasized this matter is of significant importance and ranks along with the priority given to the Bayfront Redevelopment Project.
