BALDWIN COMPANY'S ON-GOING PLANNING OF THE OTAY RANCH Claudia Troisi, representing The Baldwin Company, 11975 E1 Camino Reale, (Suite 200) San Diego 92130, reported the preliminary plans for the project will be presented this evening and introduced their planning consultants to Council. Rikki Alberson gave an overview of the concept plans which were developed by Langdon-Wilson Architects Planners. The Plans were based on natural factors - such as the Otay River Valley, Salt Creek, the Jamul Mountains, Proctor Valley, the San Ysidro mountain range, the upper and lower Otay Reservoir and the existing land uses for the property: industrial development, new residential communities, the Olympic Training Center, scattered estate development and various other agricultural uses. Each of the following three Planners will be responsible for the planning of a specific area of the Plan. Ernie Vasquez, of McLarand Vasquez & Partners reported the "excitement" of his firm in the development of the Plans and pointed out the original natural environment of the site. Much work has been put into the proposed plans to assure the sites will tie into the natural setting and topography. He presented slides of what was similarly completed successfully in other cities and gave "Main Street" scenes as well as hillside examples. Jack Camp, Partner and Director of Planning with the Langdon-Wilson Architects Planners, reported one of the parts of the Master Plan is to importantly assure the transportation system will work in and around San Diego. He reported the collector street and the proposed use of them as buffers between the retail and residential areas. It was hoped that all the architecture of the industrial areas will be of a character which will blend in with the plans. MINUTES 2 May 9, 1989 Steve Estrada, Estrada Land Planning, reported the open space and parkland planning is proposed to tie the whole development together by linking and separating the various villages. One of the planning goals is to provide a link from the oceans to the mountains with recreation in people-oriented parks with varied and exciting activities. Rikki Alberson, summarized that each area of the project will take advantage of its natural setting and reported on the area of winding roads which has been designated for estates above which, situated on hillsites, custom homes will be tucked. Claudia Troisi reported on the Town Center area of the project which is designed to center around the lake and will be the attraction for all of South Bay with recreational facilities, restaurants, hotels, office buildings in a festival-commercial setting across the lake from the Olympic Training Facility. Councilmembers discussed the project which revealed that the project buildout is dependent on a variety of factors which would take 30 to 50 years to develop and that since the land will not remain as is, the City of Chula Vista would prefer the jurisdictional control. Ms. Troisi offered use of The Baldwin Company's graphics of open space, parks, and work which has been done in their planning to the Chula Vista 2000 Task Force Subcommittees for their review.
