1. DISCUSSION OF CHULA VISTA 2000 TASK FORCE and SUBCOMMITTEE
MISSION STATEMENTS
Mayor Cox stated this meeting is held to solicit input from all
attendees and requested everyone introduce his or her self as well
and the role represented.

Consultant Phelps reported the Draft Mission Statements represent
his and Associate Ernstene's interpretation of comments made at the
April 27 Organizational Meeting of the Steering Committee and the
statements should remain general with the s ecifics listed in the
sub-statements. He also reminded atten2~es of the general
agreement that, initially, the Task Force and Subcommittees would
focus on their vision of the type of community Chula Vista should
be in the 21st century without financial limits; finally, the
realistic funding mechanisms will be determined.
All attendees contributed to the discussion and suggested minor
changes to the Overall Mission Statements and sub-statements of
each Subcommittee. The need for environmentally sound
transportation overlapped to several Subcommittees; other
suggestions included:
Parks and Recreation - positive discussion of the words, "focus
on youth", however, all the "family" needs for recreation
should be addressed.
Open Space and Environmental Issues the need to look long and
hard at the issues, the future acquisition of land for more
open space and the need to include the Sweetwater Marsh ~ild
Life Refuge for enhancement and preservation.
Economic Development and Jobs - the inclusion of the
substatement, "by attracting a range of industries, services,
and professions," into the Mission Statement, the need to
entice high technology businesses to Chula Vista to upgrade the
quality of life for all citizens, and a study by the Port
District for a second peninsular in Chula Vista similar to
Harbor Island.
Libraries - the actuality that the Library "enhances youth
involvement", the need to "reach out" to smaller children, the
role it plays in everyone's life as a cultural center which
provides many services to the community and the expansion of
the Library's bulletin board to include a computer access
number to be accessed by home computers
Arts: to change the statement to reflect that the arts are
not just for everyone to enjoy but to afford the opportunity
for everyone in the community to be involved and a possible
Performing Arts Center.
Day Care the need for the care to be accessible, to include
the elderly, to coordinate with SB 722 and an invitation by
mail to day care providers for input at the May 18 Community
Meeting.
Consultant Phelps reported the suggested changes will be
consolidated into a condensed version and a fact sheet for the
Community Meeting of Thursday, May 18, at 7:00 p.m. in the Council
Chamber.
