HomeMy WebLinkAboutRDA Reso 2005-1908 RDA RESOLUTION NO. 2005-1908 (CITY COUNCIL RESOLl./TJON NO. 2005-132) JOINT RESOLUTION OF THE CITY COUNCIL AND THE REDEVELOPMENT AGENCY OF THE CITY OF CHULA VISTA APPROVING A TWO-PARTY AGREEMENT BETWEEN THE CITY OF CHULA VISTA AND ECONOMIC AND PLANNING SYSTEMS, INC., TO PROVIDE A PUBLIC FACILITIES IMPLEMENTATION PROGRAM FOR THE URBAN CORE SPECIFIC PLAN, AND AUTHORIZING THE MAYOR TO EXECUTE SAID AGREEMENT WHEREAS, on May 27, 2003, the City Council and Redevelopment Agency directed staff to initiate the preparation of an Urban Core Specific Plan; and WHEREAS, the City has commenced and is pursuing preparation of the Urban Core Specific Plan to provide development standards within a study area generally bounded by "C" Street to the north, L Street to the south, Interstate 5 to the west, and Del Mar A venue to the east, and including the Town Center I and Town Center II Redevelopment Project Areas; and WHEREAS, in order that the Specific Plan meets its objectives, it must be accompanied by a program that addresses the timely provision of public facilities; and WHEREAS, the City conducted a Request for Proposals process, in compliance with Chula Vista Municipal Code 92.56.110, to solicit proposals from qualified consultants to provide the public facilities implementation program for the Urban Core Specific Plan; and WHEREAS, that selection process identified Economic and Planning Systems, Inc. ("Consultant") as the most qualified firm to provide the public facilities implementation program for the Urban Core Specific Plan; and WHEREAS, Consultant is uniquely qualified to serve as the Consultant for this contract based on the firm's experience and expertise with fiscal and economic programs and with assessing the means of financing public infrastructure; and WHEREAS, Consultant warrants and represents that it is experienced and staffed in a manner such that it can prepare and deliver the services required of Consultant to City within the time frames specified in the agreement. NOW, THEREFORE, BE IT RESOLVED that the City Council and the Redevelopment Agency of the City of Chula Vista do hereby approve the agreement between the City and Consultant to prepare an Implementation Program for the Urban Core Specific Plan comprising tasks as set forth in the contract document, for a not-to-exceed amount of$131,180.
