HomeMy WebLinkAboutcc min 1989/02/14 RDA MINUTES OF A SPECIAL JOINT MEETING OF THE CITY COUNCIL AND THE REDEVELOPMENT AGENCY OF THE CITY OF CHULA VISTA, CALIFORNIA Tuesday, February 14, 1989 Council Conference Room 6:00 p.m. City Hall ROLL CALL PRESENT: Mayor Cox, Councilmembers McCandliss, Nader, Nalcolm and Moore PRESENT: Chairman Cox, Agency Members McCandliss, Nader, Malcolm and Moore ABSENT: None ALSO PRESENT: Assistant City Manager Asmus, Deputy City Manager Morris, City Attorney Harron 1. REPORT FROM THE CITY COUNCIL LEGISLATIVE SUBCOMMITTEE REGARDING RECOMMENDATIONS FOR A LEGISLATIVE LOBBYIST - Mayor/Chairman Cox reported the purpose of this meeting is to interview the applicant for the position of legislator/lobbyist for the City of Chula Vista. The recommendation of the Legislative Subcommittee is to accept the report, interview Mr. Donald K. BrOwn representing Advocation Inc., authorize staff to negotiate a final contract with Advocation, Inc. for legislative representation and to authorize the Mayor to execute said agreement when prepared in accordance with the parameters set forth in the Request for Proposal. Legislative Subcommittee Chairman Malcolm reported the Legislative Subcommittee is made up of himself, City Manager Goss, City Attorney Harron, Deputy City Manager Morris and Administrative Analyst Olivo; the Subcommittee addressed the need for a lobbyist considering the size of the City and the communication needed relative to the issues in Sacramento and Washington. Many excellent candidates were studied and interviewed; ~Ir. BrOwn was unanimously chosen after a check of references with numerous San Diego County legislators who knew the reputations of the finalists. Mr. D. BrOwn of Advocation Inc., reported his experience in the field, emphasized his goal to treat all clients equally, and that working for the City of Chula Vista will be a unique experience for him. Councilmembers/Agency Members questioned Mr. BrOwn who reported the makeup of his office which contains five lobbyists to whom the accounts are assigned (although Mr. BrOwn retains involvement), the method of communicating many times during the day, the firm has 125 years of experience between all employees and they represent no other City at present although some work was performed for the Redevelopment Agency for the City of Industry some time ago. MINUTES/JOINT MEETING 2 February 14, 1989 Answering the need for cities' need for funding, Chuck Cole, who will be assigned to represent the City of Chula Vista reported he will look to the special needs and opportunities for the City to enhance and to work in concert with the resources already present by membership in the League of California Cities. Mr. Cole reported his previous experience with the legislators and positions held which affords him the knowledge of contacting the right person for information, and the goal of merging the needs of the City of Chula Vista with the opportunities that are available. Mr. Cole stressed the importance of receiving a statement of the City's goals with a prioritized list. Mr. BrOwn explained that everyone's priority is the firms' priority; everyone is treated equally regardless of the size of the account and an invitation was extended to talk with other entities represented by the firm. MOTION MSUC (Cox/Nader) to schedule this item for action on the Agenda for the Meeting of February 21, 1989. 2.
