MEMBERS PRESENT: Mayor Cox; Councilmembers Moore, Campbell,
McCandliss
MEMBERS ABSENT: Malcolm
STAFF PRESENT: City Manager Goss, Assistant City Attorney

City Manager Goss referred to the following "Wish List" presented
to the City Council for consideration on May 22, 1986:
1. Advance the Start Date for Regular Staffing of the Crime
Suppression Unit ($23,5400).
2o Add a Maintenance Gardener III Position in the Parks &
Recreation Department ~30,220).
3o Add an Assistant Traffic Engineer in the Engineering
Department ($36,850).
4. Add the Full Time Equivalent of 0.5 Recreation Specialists in
the Parks & Recreation Department for the Norman Park Center
(~6,323).
5. Extending the Interim Personnel Analyst Position in the
Personnel Department to a Full Year ($14,280).
6. Extending the Interim Clerk II Position in the Personnel
Department to a Full Year (~8,230).
7. Expanding the Administrative Clerk Position in Management
Services to Full Time ($10,230).
City Manager Goss then presented statistics regarding the General
Fund Summary for the City and the Montgomery area for Fiscal Year
1986-87. He noted the estimated total resources over the
operating budget for 86-87 is ~1,370,440 with an estimated reserve
balance as of June 30, 1987 of ~8,109,650. Mr. Goss added that if
the Wish List funding is included the estimated total resources
over the operating budget for 86-87, it would be ~1,240,810 with
an estimated reserve balance as of June 30, 1987 of $7,980,020.
In answer to Councilwoman McCandliss' question, Mr. Goss stated
that the staff report regarding the number of Police patrols on
the street will be coming to the Council soon.

Budget Session
Councilman Campbell questioned extending the Interim Personnel
Analyst position and the Interim Clerk II position in the
Personnel Department for an additional 6 months rather than hiring
a full-time person.
City Manager Goss responded that the reason they were placed in
the budget in the first place was because of the Montgomery
Annexation and the number of positions which were added to City
staff. He added he is reluctant to recommend adding a full-time
position to this department once the peak load is over.
Councilwoman McCandliss discussed the funding under the Community
Development Department. She explained that two members of the
Council were appointed to the Cultural Arts Committee. The
Committee was charged with raising $5,000 toward a financial
feasibility study for a cultural arts center. The Committee has
now raised approximately 25% of that amount and they will have a
major kick-off in July to meet that quota.
MS (McCandliss/Cox) to appropriate in the Community Development
budget the amount of 915,000 to be set aside for the Financial
Feasibility Study. This will be spent at the time the money is
raised by the Cultural Arts Committee. This motion will be
considered at the next Redevelopment Agency meeting when the
Agency considers its budget.
Councilman Moore indicated he would like a full membership of the
Council on that vote as he is concerned with spending City funds
for that particular kind of study. He would first like to know
first whether or not the community is backing this project. It
was noted that this motion will again be brought up at the
Redevelopment Agency meeting. No action was taken on the motion.
Mayor Cox stated he would like to have considered in the Community
Development budget an appropriation of money for the Second Harbor
Entrance project as there is a consensus between the Cities of
Chula Vista and National City to keep this project going forth.
MS (Cox/McCandliss) to ask the Redevelopment Agency to consider
funding 915,000 next year to continue the program for the entrance
to the Second Harbor. The money is to be matched by the City of
National City making a total of 930,000; the balance of th~
funding is to be picked up by the people involved in the Second
Harbor Entrance.
It was noted that Councilman Moore and Mayor Cox are on the
Council sub-committee.
Councilman Moore indicated the approval should be contingent upon
the cities which are involved and their benefits if this project
succeeds. Councilman .Campbell remarked the main criteria of the
Army Corps of Engineers is the benefit-cost ratio - anything above
a one-to-one ratio would permit the Army Corps to go ahead with
the funding.

Budget Session
Councilman Campbell noted that Don Nay, Planning Director of the
Port District was recently interviewed on TV and stated, in his
opinion, there will be a Second Harbor Entrance. Councilman
Campbell feels the Port District should make a substantial
contribution to this program adding one stumbling block is that
the Navy wants the Second Harbor Entrance but does not want to pay
anything toward it.
Mayor Cox explained the $15,000 would be used to set up a broad
base of the people who are for the project and that group of
people would develop contacts with the business people for the
financial aid. Also the possibility of hiring someone in
Washington to look at getting the funding. At this point the
$15,000 will be reserved in the budget and any expenditures of
that money will be coming back to the City Council for approval.
The motion to fund $15,000 carried unanimously.
MSUC (McCandliss/Moore) to approve the 7 items on the Wish List.
Councilman Moore expressed his following concerns:
a. To have a Council policy regarding funding of residential
alleys. City Manager Goss noted this was already referred to
staff.
b. To have the City Manager present the Council with a list of
the consultants approved for hiring in the 1986-87 budget.
c. Concern with the Sweetwater Valley Master Plan, especially the
entryways and parking areas at Rohr Park along with the
proposed parking at the Optimist Field. City Manager Goss
noted the cost of the project would be close to ~7 million and
it is an agenda item at the regularly scheduled meeting
beginning at 7:00 p.m.
d. The concern with the date ~f commencing the budget.
Councilman Moore felt the date of the budget presentation this
year was too late. If major items come up after the
presentation, it could present a problem that perhaps the
budget is running two weeks late. City Manager Goss said the
budget was submitted to the Council one week earlier this year
than in previous years. The constraint has been the
preparation of the Montgomery budget. Staff will continually
try to present the Council with the budget as early as
possible.
The meeting recessed at 6:50 p.m. to the regularly scheduled
meeting which begins at 7:00 p.m. in the Council Chamber.
