RESOLUTION NO. 11271
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA APPROVING APPLICATION FOR GRANT MONIES FOR PARK
RESTORATION AND URBAN REFORESTATION PROGRAM THROUGH THE
CALIFORNIA DEPARTMENT OF FORESTRY
The City Council of the City of Chula vista does hereby
resolve as follows:
WHEREAS, as part of the Emergency Jobs Bill, Public Law
98-8, signed by President Reagan on March 24, 1983, the Small
Business Administration was allocated $50 million for a Park
Restoration and Urban Reforestation Program to create jobs for the
unemployed and rehabilatate and improve public parks and other
publicly owned or controlled lands, and
WHEREAS, the Parks and Recreation Department has been in
contact with representatives from the California Department of
Forestry and the California Conservation Corps in regard to
possible funding under this Emergency Jobs Bill, and have now been
informed that completed applications and resolutions must be
postmarked no later than June 17, 1983 in order to be considered
for funding, and
WHEREAS, because two state agencies are involved in
administering the Program, several options have been established
to disburse the money:
A. Applicants can request a 100% grant from CDF to
purchase plant materials and supplies from small
businesses and to hire unemployed individuals to do
the work.
B. Applicants can request the CCC to purchase the
required plant materials and supplies, hire the crews
needed to do the work, and complete the project at
little expense to the applicant.
C. Applicants can use their own sources or purchase
plant material and supplies, at their own expense,
and contract with CCC for the labor.
WHEREAS, at this time, no decision has been made as to
which option the City will use to have our projects completed and
the City's only obligation for these projects is to verify that
the work will be done on public land and where new planting is
involved, it will be maintained for a minimum of three (3) years,
and

WHEREAS, the Director of Parks and Recreation feels that
this is an ideal way for the City to benefit greatly through
participation in this Grant Program at little or no cost to the
existing budget and recommends that Council approve said
application.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Chula Vista does hereby approve the application for
grant monies for Park Restoration and Urban Reforestation Program
through the California Department of Forestry.
BE IT FURTHER RESOLVED that the City Council does hereby
verify that said work will be done on public land and where new
planting is involved, it will be maintained for a minimum of three
(3) years.
BE IT FURTHER RESOLVED that the City Clerk of the City of
Chula Vista be, and she is hereby authorized and directed to
forward a certified copy of this resolution to the California
Department of Forestry and the California Conservation Corps.
