HomeMy WebLinkAboutReso 1983-11293 RESOLUTION NO. 11293 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA EXTENDING THE AGREEMENT BETWEEN THE CITY OF CHULA VISTA AND ANTHONY CIOTTI FOR SERVICES RELATIVE TO THE CITY'S COMMUNITY HOUSING IMPROVEMENT PROGRAM (CHIP) The City Council of the City of Chula Vista does here9Y resolve as follows: WHEREAS, the City Council of the City of Chula Vista has heretofore by Resolution No. 10954 approved an agreement with Mr. Anthony Ciotti, a copy of which is attached hereto and incorpor- ated herein as though fully set forth, for services relative to the Community Housing Improvement Program. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista that said agreement is hereby extended for a period of two (2) months, from July 1, 1983, to August 31, 1983, under the same terms and conditions of the original agreement. AGREEMENT THIS AGREEMENT is made by and between the City of Chu1a Vista (hereinafter called the "CITY") and Anthony Ciotti (hereinafter called "REHABILITATION CONSULTANT"). R E C I TAL S WHEREAS, the City desires to retain Rehabilitation Consultant in connection with the implementation of Community Housing Improvement Program (hereinafter called "CHIpl) as financed fr-om the Community Development Block Grant Program of the Federal Government; and, WHEREAS, Rehabilitation Consultant is ready, willing and able to provide such expertise to further the CHIP program. NOW, THEREFORE, BE IT RESOLVED that the parties agree as follows: 1. The above recitals are incorporated herein as if set out in full. 2. The City agrees to retain Rehabilitation Consultant for services connected with the CHIP program as described herein. 3. Rehabilitation Consultant shall perform those administrative services relating to the City's CHIP program, including but not limited to as-required day-to-day consultation with the Housing Rehabilitation Inspector, officials of the Building and Housing Department and Community Development Department; promoting the CHIP Program in designated neighborhoods of the City; meeting and participating in negotiations with property owners and the designated financial institutions including Fund Control institutions; provi di ng counsel i ng servi ces to property owners wi th regard to the program; recommend and make changes to the CHIP manual as approved by either City Councilor City CHIP Loan Committee; determine eligibility of homeowner, lender, contractor, fund control and various City agencies to expedite rehabi 1 itat i on process; present loan package requests to City Loan Committee or Trailer Loan Committee for approval; act as recorder for City Loan Committee and Trailer Loan Committee; perform final inspection for fund release in all rehabilitation work. 4. All services performed by Rehabilitation Consultant shall be conducted in connection with and under the supervision of the Director of Community Development. d(-/I2-q '3 ( .. c", 5. Rehabilitation Consultant shall be paid the sum of $1,577.00 per month due and payb 1 e on the f; rs t of each month for the serv; ces prov; ded pursuant to this agreement commencing July 1, 1982 and terminating June 30, 1983 un 1 ess otherwi se agreed upon to extend by mutual consent of both the Rehabilitation Consultant and the City Council. Rehabilitation Consultant shall also be reimbursed for necessary out-of-pocket expense such as travel in connection with the duties previously described. Rehabilitation Consultant shall not undertake City expense out-of-town (Chula Vista/San Diego area) travel without prior approval of the City Community Development Director. 6. Rehaoi 1 itation Consultant sha 11 submit a bi -weekly statement to the Community Development Director detailing the actual number of hours worked and a monthly statement to the Community Development Director detailing the services performed. The Community Development Di rector shall review these statements prior to authorizing monthly payment. It is the expectation of the City that the Rehabil itat i on Consu ltant will work a mi nimum of 1600 hours annually. The Community Development Director will quarterly evaluate the number of hours worked by the Rehabiliation Consultant and shall report -".significant deficiencies to the City Council with recommendations regarding termination of contract. 7. Rehabilitation Consultant shall notify Community Development Director in writing of any proposed absence exceeding eight (8) consecutive work i ng hours. If unexpected absences due to illness occur, Rehabil itation Consultant shall notify Community Development Director as soon as possible. 8.
