ROLL CALL MEMBERS PRESENT: Mayor/Chairman Cox Councilman/Member Scott Councilman/Member Malcolm Councilman/Member Moore Councilwoman/Member McCandliss (arrived late) STAFF PRESENT: City Manager/Executive Director Goss, City Attorney Harron Assistant City Manager Asmus Director of Community Development/Executive Secretary Desrochers Mayor/Chairman Cox stated this joint meeting was called for the purpose of going into Closed Session to discuss the following: 1. Section 404 Permit 2. Pending Litigation - Sierra Club vs. Coastal Commission 3. Potential Litigation 4. Land Acquisition (parcels in the vicinity of Third and "H" Streets) MSUC (Cox/Scott) to recess to Closed Session following the open session. 2. ORAL COMMUNICATIONS - None 3. CITY MANAGER/EXECUTIVE DIRECTOR'S REPORT - None 4. MAYOR/CHAIRMAN'S REPORT - None 5. COUNCIL/MEMBERS COMMENTS - None The Council/Redevelopment Agency recessed to Closed Session at 5:03 p~m.. The City Clerk was excused. The City Manager reported the session ended at 6:42 p.m. ADJOURNMENT AT 6:42 p.m. to the meeting scheduled for Tuesday, March 4, 1986 at 4:00 p.m. Jennie M. Marlow 591 Camino de la Reina, Ste. 700 San Diego, CA 92108 Two claims were filed on behalf of Midway Plumbing, Inc. seeking indemnity stemming from a sewer backup on October 10, 1982, at the Telegraph Canyon Road Villas, 601 Telegraph Canyon Road. The apartments, owned by Ray L. Huffman Construction Company, were flooded alledgedly causing property damage to eight tenants. MSUC (McCandliss/Scott) to deny the claims. b. REQUEST TO PRESENT REALTOR PERSPECTIVE ON PROHIBITION OF REAL ESTATE AND'DIRECTIONAL SIGNS (Continued from February 11, 1986) - Greg L. Rowe, Executive Officer, South San Diego Bay Cities Board Of Realtors, 588 "L" Street, Chula Vista 92011 Mr. Gordon Boltz, 432 Stoneridge Court, Bonita 92002, Chairman of the Government and Politi.cal Affairs Committee of the South San Diego Bay Cities Board of Realtors, stated no provision exists in the City's sign ordinance which allows for the use of off-premise, temporary real estate open house/directional signs in residential areas. Additionally, he discussed: open houses used as marketing resale homes; survey of over 10,000 Board of Realtors members regarding the use of directional signs; buyers have a pre-determined area in which they wish to reside; Board of Realtors recognizes purpose of sign ordinance to prevent unsightly sign clutter and is in support of that objective; proposed revisions to the ordinance which will allow the use of off-premise real estate open house signs. Mr. Bill Gildnet, 588 "L" Street, Chula Vista 92011, President of the South San Diego Bay Cities Board of Realtors, proposed the following revisions to the current sign ordinance: signs may only be placed on private property with the consent of the owner; signs shall be displayed only during daylight hours; allowable maximum size of signs should be four sq. ft.; no more than one sign allowed per residential property except on corner lots, in which case two such signs shall be permitted; temporary signs shall maintain a three-foot setback from all property lines. MSUC (Scott/Malcolm) send back to the Planning Commission and incorporate it (recommendations of the Board). PUBLIC HEARINGS AND RELATED RESOLUTIONS & ORDINANCES 4.
