RESOLUTION NO. 11240
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA APPROVING APPLICATIONS AND STATEMErnS
OF OBJECTIVES FOR BLOCK GRANT FUNDS
The City Council of the City of Chula Vista does hereby
resolve as follows:
WHEREAS, the City has been notified of its entitlement to
$933,000 in 1983-84 Block Grant funds, and a $358,000 supplement as part of
the "Jobs Bill;" and,
WHEREAS, each of these grants require the submission of
standard application forms and assurances, and a separate "Statement of
Objectives," attached hereto as though fully set forth herein; and,
WHEREAS, the proposed Statement of Objectives were published
and a public hearing was held on May 24, 1983 to receive comments on them.
NOW, THEREFORE, BE IT RESOLVED that the attached Statements
of Objectives for the 1983 Block Grant of $933,000 and the Jobs Bill Block
Grant of $358,000 are hereby approved, and the Mayor is authorized to sign
the applications.

EXHIBIT A
STATEMENT OF OBJECTIVES
1983-84 BLOCK GRANT PROGRAM
1. Rehabilitation of substandard housing and improvement of all housing in
low and moderate income neighborhoods to prevent blight.
2. Reconstruction and repair of infrastructure in low and moderate income
neighborhoods to prevent blight.
3. Assistance to low and moderate income senior citizens to find affordable
housing and to obtain adequate nutrition for good health.
4. Provision of counselling, career and guidance services for young persons
of low and moderate income.
5. To conduct studies and surveys for the feasibility of projects to provide
jobs for low and moderate income persons.
6. Removal of architectural barriers to the handicapped.
7. Repayment of loan used to purchase site for lower income housing.
STATEMENT OF OBJECTIVES
EMERGENCY JOBS BILL BLOCK GRANT SUPPLEMENT
1. Reconstruction and repair of infrastructure in low and moderate income
neighborhoods to prevent blight.
2. To create employment through the above construction projects in the
shortest possible time.

PROJECTS SUBMITTED
CHIP:
$200,000
The housing rehabilitation program is known as the Community Housing
Improvement Program, or CHIP. It offers grants and low interest loans to
property owners in certa in nei ghborhoods for the rehabil itat i on of homes,
apartments and mobile homes. In addition to the $200.000 budgeted, an
additional $50,000 will be available in the program due to interest on
deposits and loan paybacks.
REHABILITATION ADMINISTRATION/CODE ENFORCEMENT:
$55,000
The Rehabil itat ion Admi n i strat i on/Code Enforcement project prov i des the
operational support for the housing rehabilitation program through a
consultant (Tony Ciotti) who is under contract to the City. The Code
enforcement program involves the inspection of all housing units in the
rehabilitation areas for building code violations, which can then be corrected
through the rehabilitation program.

SENIOR INFORMATION AND REFERRAL CENTER:
$24,300
The Senior Information and Referral Center is located at 360 Third Avenue, in
Memorial Park. It offers information on housing, jobs and services to senior
citizens in the South Bay area. In addition to Block Grant, it is funded by a
grant from the Area Agency on Aging.
SHARED HOUSING PROJECT:
$20,000
The Shared Housing Project matches senior citizens and other individuals,
predominantly low income, who need housing with those that own houses with
extra space. It has been run by the South County Council on Aging (SCCOA),
through an agreement with the East County Council on Aging (ECCOA), the
sub-grantee. SCCOA is about to receive incorporated status, which would allow
them to be the direct recipient of the grant. It is recommended that SCCOA be
designated in the CDBG application as the funding recipient, with the fallback
position that the program be funded again through ECCOA if SCCOA does not
achieve incorporation.
SOUTH BAY COMMUNITY SERVICES/MEALS ON WHEELS/DEL REY NUTRITION:
$28,684
These programs were transferred from Revenue Sharing in FY 1982-83. They
primari ly serve low and moderate-income persons. South Bay Community Services
(Our House) received $16,800 in FY 1982-83, and is requesting $22,000 for next
year. Meals on Wheels received $2,464 in the current year, and has requested
$2,684 for next year. The Del Rey Nutrition project has requested the same
amount as this year, $4,000.

SECTION 108 LOAN PAYMENT:
$125,650
This is the third of five payments on this loan. The final two payments will
be reduced by some of the proceeds on depos it from the sa 1 e of the Melrose
Manor housing site to the County Housing Authority.
COMMERCIAL REHABILITATION:
$125,000
The funds are specifically for the rehabilitation of the Chula Vista Center at
Fourth and IIFII Streets. The funds wi 11 be 1 everaged by the City I S agreement
with the Bank of America to achieve about $250,000 in improvements.
ECONOMIC FEASIBILITY STUDY:
$21,890
An independent market study and planning analysis of a portion of Broadway is
proposed. Data obtained would yield information that could provide the basis
for an acceptable improvement and economic development program.
WOODLAWN DRAIN, IIFII TO IIGII STREETS:
$325,200
This project involves the construction of a lined channel between IIFII and IIGII
Streets, near Woodlawn Avenue. The existing channel becomes silted and
overgrown with weeds, thereby restricting water flow and partially causing
flooding upstream in heavy rains.
FIFTH AVENUE CROSS GUTTERS:
$60,800
This project will reconstruct the cross gutters on Fifth Avenue at 11011 and IIEII
Streets, which are too deep, causing an unsafe traffic condition.
PAVEMENT OVERLAY:
$105,000
This project involves the overlay of various streets within the Block Grant
eligible neighborhoods. These streets are now deteriorated, and an overlay
would prevent further damage and avoid expensive reconstruction.
WHEELCHAIR RAMPS:
$27,700
This project involves the construction of ramps at various corner locations in
the Block Grant eligible neighborhoods, thus improving the mobility of the
handicapped.
DEL MAR DRAIN:
$228,100
The existing recently-completed drain system east of Memorial Park would be
extended along Del Mar Avenue to IIFII Street, thereby preventing flooding in
the 1If'! Street and Third Avenue area.

ALLEY RECONSTRUCTION $197,700
This project would reconstruct the four alley segments in the Town Centre
which are beyond repair. These are:
Between Third and Del Mar, "F" to Center
Between Third and Del Mar, Center to Madrona
Between Garrett and Landis, "E" to Davidson (northerly 2/3)
Between Garrett and Landis, Davidson to "F" (northerly 2/3)
The first two segments have commercial property on one side, and a mix of
commercial and residential on the other. They are heavily travelled. The
latter two are in residential areas and are lightly travelled.
ALLEY OVERLAY
$31,000
This project involves the overlay of six alley segments which are in the Town
Centre redevelopment area, and also in a Block Grant eligible neighborhood.
If they are not overlaid soon, they will deteriorate to the point that
reconstruction will be necessary. These segments are:
Between Third and Church, "E" to Davidson
Between Third and Church, Davidson to "F"
Between Third and Landis, liE" to Davidson
Between Third and Landis, Davidson to "P
PALOMAR STREET WALKWAY
$5,000
This project will install an asphalt walkway on the south side of Palomar
Street from Broadway to Industrial Boulevard, where the Trolley Station is
located. This will assist Trolley passengers in walking to the east without
traversing the vacant lot or impeding traffic on Palomar where it narrows to
two lanes. The County of San Diego will construct the project and contribute
$10,000 of the costs for the portion located in the County. They are
requesting $5,000 for the share from Chula Vista.
DISABLED JOB TRAINING (HALLELUJAH CORPORATION)
$75,000
This group is requesting funds for start-up costs to establish a training
facility for developmentally disabled young people. Patterned after their
existing facility in La Mesa, it would provide training through the
establishment of a small food service operation. Trainees would be referred
from the Special Education Department of the Sweetwater High School District.
Other funds for the program will come from the California Department of
Rehabilitation, other training and handicapped-oriented organizations, and
donations.
FIRE HYDRANT INSTALLATION
$3,000
At the suggestion of the Human Relations Commission, a
