CITY COUNCIL OF THE CITY OF CHULA VISTA, CALIFORNIA
Held Thursday April 3 1975
An adjourned regular meeting of the City Council of the City of Chula Vista, was held
on the above date beginning at 3:30 p.m. in the Council Conference Room, City Hail,
276 Fourth Avenue, with the following
Councilmen present: Mayor Hamilton, Councilmen Hobel, Hyde
Councilmen absent: Councilmen £gdahl, Scott
Staff present: City Manager Cole, Assistant City Attorney Beam,
City Librarian Levine, Director of Public Works Robens,
Director of Building and Housing Grady, Director of
Finance Grant
Mayor Hamilton called the meeting to order at 3:35 p.m.
Review of Library City Manager Cole reported that bidding
Bids
was very competitive, but they were quite
enamored with the low bid of Reel Construc-.
tion. The total difference between the
high and iow bidding in round numbers was
$119,000, about $7,000 between the low bid
and the second bidder, and only $4,000
between the second and the third bidder.
Questions were posed to the architect.
Councilman Hobel brought up the references
of all the specs and prints - seemed to be
no reference to them in the document. It
was explained that the bidders have to
bid according to instructions and on the
proposal forms allowed. This legally binds
them to do all of the work.
Changes in Contract Councilman Hobel wanted to know how the City
handles any proposed changes.
Mr. Cole explained that when something comes
up and a change is necessary, procedure
will be followed to get a change order before
the contractor can proceed with the change.
The project representative would be the
first to hear about a change and attempt
to resolve it.
If problems occur, the representative would
get in touch with the architect, who might
be able to solve it. If not, a meeting
would have to take place with the contractor.
If the change is not over a thousand dollars
and does not change scope of the work, it
can be approved by Director of Public Works.
If the change is over a thousand dollars,
and does change the scope in some way, then
it would come to the Council.
Mr. Cole remarked that the contract contains
a 2% contingency and with this kind of low
bidding, the contractor would be using this.

Councilman Hobel stated he didn't want us
to be in a position in which the City
would be "nickled and dimed" to death.
Mr. Cole stated that we had 15 or 20
change orders in the Police Department
facility. He felt that on this job we
would have at least that many or more.
Tom Williamson, architect, indicated that
the City was very lucky with this bid and
that the Roel firm was one of the most
reputable firms in San Diego. With
respect to the change orders, he felt they
wouldn't be things that will cause any
great trouble.
Typical procedure is - man on the job spots
the trouble, the contractor is made aware
of it, a cost estimate will be made, (it
might even be something that will be a
credit to the City,) then it is weighed
by the architects and the City and when
these people concur there might be further
negotiations, but flexibility is necessary;
there are some things which simply cannot
be foreseen. The fee structure is the total
fee based on percentage of the construction
costs and broken down into phases.
Contractor Mr. Williamson added that the Roel Company
had put up the Congregational Towers
which was considered to be a very fine
job. Also, they have done high schools
in San Diego so there is no question about
their ability to do the job.
The sub-contractors are local people.
Cost Estimate Mr. Williamson explained that the Cost
Estimator stated this is the year of the
"paradox" most things are going up, bids
are coming in below cost because the sub-
contractors are so eager to keep their
crews going.
Mayor Hamilton said this matter will be
put on the agenda for Tuesday night meeting.
Project Representative Director of Building and Housing Grady
introduced Dennis Becker, the Project
Representative. Mr. Becket has his master's
degree in architecture and was a former
employee of the City having worked for the
Engineering Department and Building Depart-
ment. Mr. Becket's contract was written
for 15 months (probable duration of project).
There is an option that it can be extended
on a month to month basis.

Redevelopment This item will be brought up at the
Tuesday night meeting.
City Manager's Report May llth, LAFC0 City Advisory Meeting,
Torrey Pines Inn, fairly important
regarding ~ Sphere of Influence. Meetings
will now always be on Friday, 9:00 a.m.
Councilman Hyde stated due to the day
and time he might have to get Councilman
Egdahl to take his place.
Mayor's Report Mayor Hamilton mentioned a telegram from
Supervisor Leu Conde regarding a meeting
on Monday night, April 7 at 6:00 p.m. at
Town and Country Convention Center relative
to a vote of the people on the airport ques-
tion. Mr. Hyde stated he would like us
to be represented but without any pre-
commitments.
Castle Park Mr. Hyde spoke about a meeting he had
Annexation Meeting attended last night on annexation. Said
it was unfortunate, the meeting was domi-
nated by opposition forces and there was
mis-information and confusion.
Mayor Hamilton stated that since there was
a change of administration, Governor
Brown's position might be different on
annexation. Suggested City Manager's
office prepare a report on this for the
Fall Meeting of the California League of
Cities. There has been nothing in the
way of annexation legislation in years.
Other Capital Because of the low bid, Mayor Hamilton
Improvement Program felt the Council should consider other
projects such as a Council Chamber that
would be worthy of the citizens of Chula
Vista.
It was moved by Mayor Hamilton to direct
staff to bring back things that need to
be done, to finish up the Civic Center
complex. This was seconded by Mr. Hobel
and the motion carried.
Parking in back Mr. Hyde brought up the parking problem
of City Hall (especially on Thursdays) whereby all the
official parking spaces are taken by
people going to the Health Center.

Mr. Cole suggested the City vacate half of
the street making it no longer available
for public use, He will look further
into this.
Executive Session Motion was made and seconded to go into
Executive Session, at 4:25 p.m. The
meeting reconvened at 4:30 p.m.
Adjournment Mayor Hamilton adjourned the meeting at
4:30 p.m.
Acting Secretary
