PCM-72-23 RESOLUTION OF THE CITY PLANNING COMMISSION APPROVING ARCHITECTURE AND SITE PLANS FOR DEVELOPMENT OF EL RANCHO DEL REY UNIT NO. 1 WHEREAS, Resolution PUD-71-2 for the development of El Rancho del Rey, Area, requires Planning Commission approval of the dwellings to be built within this area, and WHEREAS, the original schematic plans presented by the Otay Land Company contemplated zero lot line houses, and WHEREAS, the property has now been sold to Larwin-San Diego, Inc. whose market analysis indicates a buyer resistance to the zero lot line house, and WHEREAS, they presented evidence at the Planning Commission meeting on November 20, 1972 stipulating the various disadvantages of such housing, and ~HEREAS, Larwin-San Diego, Inc. has agreed to modify their building program to be more in keeping with the Chula Vista area and the reduced lot sizes developed in this subdivision, and WHEREAS, they have presented architectural elevations which utilize wood and wood trim extensively which accents their textured stucco exteriors, with a roof material to consist of asphalt shingles, offering wood shake shingle roofs as an option, and WHEREAS, such architectural treatment shall set the general character for the architecture to be used within this Planned Unit Development Area, NOW THEREFORE BE IT RESOLVED THAT THE CITY PLANNING COMMISSION approves the housing plans as submitted for El Rancho del Rey Unit No.1, subject to the following conditions: 1. Prior to the issuance of any building permits a negative environ- mental declaration or an environmental impact statement shall be filed and approved. 2. Setbacks shall be as follows: Front - 19.5 minimum, to be increased wherever feasible to encourage a variety of setbacks adjacent to the street. This will be more practical with the 2-story units. Rear 20' minimum. Whenever a 20' minimum to toe of slope or to a retaining wall less than 5' in height can be maintained, 20 level feet shall be provided. Side Lots less than 6,000 sq. ft. - 7' minimum one side yard, combination of both shall be 10', with a minimum distance of 10' required between main buildings. Lots more than 6,000 sq. ft. shall maintain one side yard at a minimum of 10' with the combination of both side yards a minimum of 13'. 3. No lot shall have a building coverage of more than 40%. Lots less than 6,000 sq. ft. shall be allowed to increase their maximum coverage from 40% to 50% for open patio additions only. 4. Two-story houses shall not be constructed on corner lots unless specifically approved by the Planning staff. In addition no more than three 2-story houses shall be built in succession. 5. Minimal landscaping of front yard area shall be installed by the developer.
