The City Council of the City of Chula Vista does:hereby
resolve as follows:
WHEREAS, a subcommittee of the City Council studied the
need for health care protection for Councilmembers and made the
recommendations set forth in a memo which is attached her~to as
Exhibi t "A I and in corpora ted herein by reference as if se~ forth
in full.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Chula Vista does hereby approve the health benefits
allowance for City Council members and the Mayor in accordance
with the recommendations set forth in Exhibit "A". :

The Benefits Subcommittee met and discussed the healtn benefits allowances for
Council members. The goal of the committee,was to establ1sh 'the types' of
benefits to be awa rded and the doll a ralllOunts neces sa ry to pro~h de the des ired
coverages. A separate pian was discussed for the Mayor. Retirement and
Ueferred Compensat ion pi ans a re not addressed in th i s memo,
Ihe ~ubcommittee recommendations are as follows:

In'recognition of the full time nature of tne Mayor's position
a health benefit allowance of ~2,LOO per year is p~oposed, This
amount will allow for the purchase of Kaiser Health Insurance for
the Mayor and a fami 1y of two or more. Shourd the I f1ayor Choose a
less expensive group health plan, the dOllars remajnin~ in the
benefit allowance may be used for other health care items, \e.g.
vision or dental care for the r1ayor and family, and any other
medical expenses ,not covered under one of the group health plans).

health coverage. The benefit allotment wi 11be the amount
sufficient to purchase irave1er's health care insurance for

will contribute the amount necessary to purchase Traveler's
coverage for emp loyee p I us fami 1y and the Counci I member wi 11
be allowed to contribute the ,additional premium amount.

For Councll members who 00 not wlsh to have nealthfcoverage
through one of the City's health plans a benefit allowance of
$550 will be available. This amount is approximately half of
the premium COSt for Traveler's 'piUS family. This: benefit
allowance may be used for the purchase of medi ca I treatment,
including pnyslcals, dental and vislon care for th~ Councll
members and dependents. I

It snouid be noted that a Council member electing group health
coverage for thems1eves only, would not have additional dOllars
to purchase other medical treatment. :
It lS be1ieveo that this approach will provide adequate 'h~alth coverage
for all irembers of tne City councfr and recognize the special nature
of the ~1ayor's jOb. I

The fi sca 1 impact Of thl s proposal 'for 19ts3-1984 woul d be a maxi mum of
~6,952. This figure assumes that four Council members wi11'opt for
group health coverage for themselves and dependents and the Mayor wi1 i
expend all available funds. It lS probable that due to the indivldua1
Clrcumstances of Council members the actual cost of this proposal will
be SignificantlY lower.
