HomeMy WebLinkAboutcc min 1975/06/19 MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF CHULA VISTA, CALIFORNIA Held Thursday June 19, 1975 An adjourned regular meeting of the City Council of Chula Vista, California, was held on the above date beginning at 7:00 p.m. in the Conference Room, City Hall, 276 Fourth Avenue, Chula Vista, California, with the following Councilmen present: Mayor Hamilton, Councilmen Scott, Hobel Councilmen absent: Councilmen Hyde, Egdahl Staff present: City Manager Cole, City Attorney Lindberg, Director of Finance Grant Mayor Hamilton opened the meeting at 7:12 p.m. UNANIMOUS CONSENT ITEM RESOLUTION NO. 7791 - City Manager Cole explained that the agree- APPROVING AGREEMENT BETWEEN ment is being presented for approval THE CITY OF CHULA VISTA tonight so that the landlord would have AND JOSEPH C. ZENS OFFICE AT 293 MADRONA STREET IN THE CITY OF CHULA VISTA Resolution offered Offered by Councilman Scott, the reading of the text was waived by unanimous consent, passed and adopted by the following vote, to-wit: AYES: Councilmen Scott, Hobel, Hamilton Noes: None Absent: Councilmen Hyde, Egdahl IRIFIED CLAIM City Manager Cole remarked that at the DAMAGES - meeting of June 17, 1975, the Council T. Tullis III denied this claim and referred it to the Cedar Avenue City Manager and City Attorney. He noted Clla Vista the City's deductible clause explaining that the City could pay this claim if it was proven valid. Re~red to City It was moved by Councilman Hobel, seconded Mal~er and City by Mayor Hamilton and unanimously carried Attmey that the claim be referred to the City Manager and City Attorney. CO'ITS ON CITY'S City Manager Cole reported that the cost of LIABITY INSURANCE liability insurance is almost three (3) times the amount it has been. Adjourned Regular Meeting 2 June 19, 1975 Chuck Shippey Mr. Shippey discussed the number of claims Creaser and Price and lawsuits filed against the cities noting this was the major reason for the increase. He also commented on the potential premium reduction which might be gained by accepting a high deductible. Mr. Shippey remarked that 75% of all the liability premiums are in the bodily injury liability area rather than property damage liability. Binder In answer to Councilman Scott's query, Mr. Shippey said he investigated the possi- bility of binders but the reinsurance arrangements in the two (2) policies (Primary and excess) are so complex that it is not possible to get a temporary binder. Mr. Shippcy stated that he did order the coverage for the City - this can be can- celled if the City does not want it. He is still trying to negotiate to get the excess down. Council discussion Discussion followed regarding the cost of the excess insurance, the base rate, dis- counts enjoyed by the cities of this base rate, cost of insurance to other cities, and package deals. Cost of premiums Mr. Shippey reported on the cost of the following premiums (approximate figures): Automobile premiums Bodily injury $17,000.00 Auto property liability 8,000.00 Other than Automobile Bodily injury $63,000.00 Property damage 17,000.00 Council Conference Councilman Scott said he would like to have suggested a conference on this (when the full Council is present) to discuss alternatives - what can be done to reduce the insurance rates and why the rates are increasing. Mr. Shippey reiterated that coverage has been ordered and is now in effect for the City. ADJOURNMENT Mayor Hamilton adjourned the meeting at 7:40 p.m. to the meeting scheduled for July 1, 1978 at 7:30 p.m.
