RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA
APPROVING THE STATEMENT OF ANNUAL HOUSING GOAUS FOR THE
PERIOD OCTOBER 1, 1983 TO SEPTEMBER 30, 1984 AND AUTHORIZING
THE CITY MANAGER TO SIGN AND SUBMIT THE NECESSARY DOCUMENTS
TO THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT
The City Council of the City of Chula Vista does hereby resolve
as follows:
I WHEREAS, the City of Chula Vista desires to assiSt low-income
Chula Vista households with their housing needs; and, -

, WHEREAS, the City has applied to the U.S. Department of Housin9
and Urban Development for funding under the Community Development Block Grant,.
Program; and"

I
I WHEREAS, a component of the Community Development Block Grant
funding application is an approved Housing Assistance Plan and Statement of
Annual Housing Ass.istance Goals, which identify needs and set goals for lower
income housing assistance; and,
I
I WHEREAS, a statement of annual housing assistance goals has been
compiled fori the period from October 1, 1983, to September 30, 1984.
I NOW, THEREFORE BE IT RESOLVED that the City Council of the City
of Chula Vis~a does hereby approve the Statement of Annual Housing Assistance
Goals for the period from October 1, 1983, to September 30, 1984, attached
hereto as Exhibit A as though ful]y set forth herein.
I BE IT FURTHER RESOLVED that the City Manager is authorized to
sign said Statement of Annual Housing Assistance Goals on behalf of the City
and';to submitt said statement to the U;:S. Department of Housing and Urban
Deve 1 opment.1
I BE IT FURTHER RESOLVED that the City Manager is authorized to
make minor ddjustments to said statement as may be necessary as a result of ,,~
review of said statement by the U.S. Department of Housing and Urban Development.

NARRATIVE TO ANNUAL HOUSING ASSISTANCE GOALS STATEt1ENT

For the pe;riod from October 1, 1983, to September 30, 1984, the City will
pursue new'construction of rental and owner units and rehabilitation of single
family andjmobilehome owner units and multi-family rental units.
Public Housing: The County Housing Authority has responded to an invitation
from HUD to apply for Low Income Public Housing funds by applying for funding
for 317 un!ts for Chula Vista, comprised of'82 elderly units, 214 small family
units, and, 21 large family units: The City will seriously consider applying
funds from: the Redevelopment Agency's Low Income Housing fund to assist in the
construction of these units, as it has done with the Town Centre Manor Elderly
Public Housing Project. It is anticipated that 200 units could be constructed
in the period of this statement.

Section 8 ir10derate Rehabi 1 itation: The County Housing Authority has applied
for fundlng for 82 unlts of moderate rehabilitation. The City anticipates
using 38 of those units in Chula Vista in this time period.

Community Housing Improvement Program Rental Rehabilitation: Once again, the
Clty has Ifunded the CHIP program wlth Communlty Development Block Grant
funds. Low income occupancy of multi-family units will be protected by rent
limitations at the Section 8 Fair Market Rents and by initial income.

Multi-Fami~y Bond Program: The City has, not yet been able to put together a
multi-fam1ry bond program, but it is felt that such a program will be
accomplished during this one-year goals period. Several developers of
multi-family housing have requested that the City make such a tax-exempt
issue. If such an issue appears feas.ible to the City Council, a commitment
could be made immediately for as many as 500 units, of which 100 \~ould be
low/modera:te income to satisfy the federal regulations for tax exemption.
There is ~ possibility that the City Council would exact a greater percentage
of low income units in return for the tax-exempt bond funds. . As a condition
of City sponsorship, projects would have to certify low income tenancy to the
City. :
LOI'I 'l ncome Hous i ng Fund: The City's Redeve lopment Agency will cont i nue to
negotlate wlth multi-family housing developers with the intention of assisting
in the development of affordable multi-family rental units by using' the
Redeve 1 opm:ent Agency 'Tax I ncrement Low Income. Hous i ng Fund. Intended
techniques' have been listed in the narrative to the Three Year Housing
Assistance' Plan. The City feels that a commitment of up to 120 units is
accomplis~able in this period.

Additionalily, it is proposed to assist in the construction of 168 owner units
with the Low Income Hous i ng fund. These condomi n i um un i ts wou 1 d be in the
moderate iincome cost category, and it is anticipated that, in combination with
a single .family tax-exempt mortgage revenue bond issue, 20 units could be
purchased Iby households at the top of the low and moderate income category.

loan and (grant recipients are income-certified, and the great majority are
historically low income.

Sinfle Fa6ily t~ort1age Revenue Bond: The City is proceeding with a $10
mll lon slng Ie taml y mortgage revenue bond issue mentioned above. Although
the assisted units will be most likely purchased by households near the 120~
of median' income range, some buyers in the least expensive projects may be
near the top of the 10\'1 and moderate income category. No clear estimate can
be made. .
