I I WHEREAS, in accordance with the attached Negative Declaration, IS-83-29, the proposed conditional use permit will not havela significant impact upon the environment and the City Council hereby certifies that the Negative Declaration was preparedfin accordance with the California Environmental Quality Act, as amended, and . I WHEREAS, the Council considered the further condition of requit:ing the installation of "grab bars" in bathrooms as a I . safety measure for elderly tenants. Project Settin9 I The project involves 10,400 sq. ft.. of property which presently contains two s i ngl e-~ami ly dwe 11 i ngs located at 411 and 415 Park Way. Adj acent 1 and uses consist of single.family dwellings located to the east and west, single-famil~ and multiple.family located across Park Way to the south, and a natural drainage channel (unlined) to the north. I The project site is void of any significant wildlife and there are no significant i natural or manmade resources present. Silt and uncompacted .topsoils have been identified on the project site and no geologic hazards are known to exist in the project vicinity. I I B. Project Description I . The applicant proposes to remove or raze two existing single-family dwellings an'd construct a 16.unit, senior citizen residential development. A total of seven on-site parking spaces are proposed. . I C. Compatibility with Zoning and Plans The prop1osed project is zoned R~3 (Multiple Family) and would permit a maximum of s'ix conventional units. The project wi 11 result in a total of 16 senior citiz~n apartments which will require the approval of a conditional use permit by thk' Planning Commission and City Council.
