HomeMy WebLinkAboutcc min 1975/11/05 MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF CHULA VISTA, CALIFORNIA Held Wednesday November S, 1975 An adjourned regular meeting of the City Council of the City of Chula Vista, California, was held on the above date beginning at 4:00 pom. in the Council Conference Room, City Hall, 276 Fourth Avenue, Chula Vista, with the following Councilmen present: Mayor Hamilton, Councilmen Hobel, Hyde, Egdahl Councilmen absent: Councilman Scott Staff present: City Manager Cole, Assistant City Manager Asmus, City Attorney Lindberg, Director of Parks & Recreation Hall, Director of Planning Peterson, Administrative Assistant to Director of Parks & Recreation Knefler, Chairman of Parks and Recreation Con~ission Kincade DISCUSSION OF PARK Mr. Cole explained that the Council had re- LAND ACQUISITION quested the conference in response to Council- man Hyde's concern about possible money in the treasury that could be utilized to purchase lando Parks and Recreation was asked to check the Park Element of the General Plan and see if there were places where some of the money could be used to purchase land in anticipation of future development of parks° Utilization of CETA Mro Cole discussed the CETA and PEP programs personnel which provided an opportunity to develop the parks° When the CETA program phases out, the City will have to find other means of funding personnel for maintenance° Presentation by Mro Hall summarized the materials submitted to Mro Hall, Director of the Council prior to the meeting° Attachment Parks and Recreation A-1 listed park acquisition and development funds available by district° The Planning Department had prepared a map with shaded areas showing courts, park areas and city, park areas. The map also indicated which districts have money and how much they have at this time° Park funding Attachment A-2 shows some areas where park funding is received° There is $39.733~50 in a special account from the sale of Parcel 1 of Greg Rogers park properties to the American Housing Guild° The funds from Parcel 2 ($24,000) are still in escrow° They must have approval by the Planning Department for a precise plan before they can be released° Actual funds in escrow holding the property is 10% which amounts to $2,400~ Residential construction tax is a different fund collected which now has $26,781.34. This fund can be used for any capital improvement. The Special Capital Outlay fund has a balance of $362,622. Parks and Recreation Element It was explained that the Parks and Recreation of the General Plan Element of the General Plan is used as the guiding work paper in Parks and Recreation° Attachment B-1 indicated the population by dis- trict and the need for land within community park districts and sub-districts. Adjourned Regular Meeting 2 November 5, 1975 Park Land Dedication Outlined in Attachment C-1 was the City In Lieu Fees Attorney's opinion of the Park Land Dedication and In Lieu Fee Ordinance° It was suggested that service areas could be changed or consoli- dated so as to reduce the number of service areas which would allow for more reasonable use of funds° Another suggestion was the possibility of lending monies from one account to another based on the immediacy of need for acquisition and development of park sites. In the City Attorney's opinion either suggestion would be appropriate and legal if undertaken pursuant to an amendment to the General Plano Open Space The Council and staff discussed various aspects of acquiring open space land to be left in its natural state or developed at a later date and the size and design of parks designated as mini-parks or regional parks in an effort to determine the best use of funds for various service districtso Comments by Councilman Hyde stated he felt it should be Councilman HMde decided how much money is available for land acquisition - not development, strictly land acquisition for park purposes. Once it is determined how much money is available, decision should be made as to how much should be spent and where to spend it. Comments by Councilman Egdahl brought the Council's attention Councilman Egdahl to the recommendation of the Parks and Recreation Director that a moratorium be placed on the pur- chase of park land in Districts No. 1 through Noo 6 as it relates to the Mueller School site° Reason for moratorium Mr. Hail explained that land is extremely expensive in that area, and if the present development through block grant funding is a successful venture into joint powers agreements, then the land is already purchased and the City's costs would be development only. Councilman Hyde felt it would be much wiser to use the park land acquisition funds rather than Community Block Grant money as the latter funds are more flexible and can be used for other things. Mro Hall stated that there is approximately $50,000 within all those districts that could be used for development in the school areas. Mr° Hail further stated that there are no funds in Districts 1 and 2 which are need areas° Motion to place moratorium Councilman Egdahl moved to place a moratorium in Districts So. 1 through 6 on purchase of park properties in Districts No. 1 through No° 6 for one year. No second to motion The motion died for lack of a second. Recommendation for stud7 Mr° Hall explained his second recommendation by Planning Department that the advance planning staff of the Planning Department be asked to study the feasibility of land banking park sites in Districts Noo 11 through Noo 15o Mr. Peterson stated there is a potential for over 1,000 acres in Districts 10, 11, 12 and 13 Adjourned Regular Meeting 3 November 5, 1975 of being natural open space under the Hillside Modifying District. Motion for recommendation Councilman Hyde moved that staff be requested from staff to prepare a recommendation to the City Council which would indicate the amount of money which they feel could be intelligently expended for park land acquisition and a priority of areas in which to make park land purchases as soon as possible, with a target date of three months° Councilman Hobel seconded the motion° Discussion of motion Mayor Hamilton commented that the recommendation should include monies that staff reasonably thinks the Council can use, including the special capital outlay money~ Motion carried The motion carried unanimously by those present. Comment by Councilman Hobel Councilman Hobel stated he thought it would be important to have the Commission involved in making recommendations concerning the purchase of park lands° ADJOURNMENT Mayor Hamilton adjourned the meeting at 5:20 p.m. to the meeting scheduled for Tuesday, November 18, 197S at 7:00 pom.
