CITY COUNCIL OF CHULA VISTA, CALIFORNIA
Held Wednesday December 17, 1975
An adjourned regular meeting of the City Council of Chula Vista, California was held on
the above date beginning at 4:00 p.m. in the Council Conference Room, City Hall, 276
Fourth Avenue, Chula Vista, California with the following
Councilmen ~resent: Mayor Hamilton, Councilmen Scott, Hyde, Egdahl
Councilmen absent: Councilman Hobel
Staff present: City Manager Cole, Assistant City. Mana§er ^smus, Ci~v Attorney
Lindberg, Assistant City Attorney Beam, Director of Public Works
Robens, Assistant Director of Public Works Lippitt
The Mayor opened the meeting at 4:15 p.m.
RESOLUTION NO. 7979 - Director of Public Works Robens submitted the
ACCEPTING REPORT AND recommended modifications to the 1975-76 Capital
PROPOSED MODIFICATIONS TO Improvement Program dated December 4, 1975. He
THE 1975-76 CAPITAL IMPROVEMENT detailed those programs to be funded under General
P~OGRAM AND PROVIDING FOR THE Funds and those under the Gas Tax Funds.
SPECIAL APPROPRIATION OF FUNDS
FOR THE PURPOSES SET FORTH IN Mr. Robens remarked that one new pro~ect under
THE REPORT the General Funds is the parking lot expansion
and modifications to the Municipal Golf Course
at a cost of $82,000. This amount was reduced
from the Civic Center Development program so
the proposed budget, under the General Fund,
remains the same.
Four projects are being dropped: (1) I-5/54
interchange connection to Tidelands Avenue con-
struction; (2) First Avenue storm drain south of
Sierra Way; (3)"H" Street, t-805 through Plaza
del Rey; (4) Traffic signal, First Avenue and
"F" Street.
Claire Avenue and "H" The Council discussed their previous action con-
Street improvements cerning this item (to bring this item back to
the Council Conference to compare this with the
other projects).
Mr. Robens explained that the East "H" Street
extension created a problem no one foresaw:
students jumping the wall and crossing the street.
If there were no wall and it was a full inter-
section, it would meet all the requirements for
a traffic signal which would have been installed
in the construction phase.
Melrose and Orange Mr. Robens stated that this intersection meets all
the criteria for construction at this time. It is
a high priority item.
Telegraph Canyon Road, Referring to a map, Mr. Roberts explained the
1-805 to Otay Lakes Road proposed improvements along Telegraph Canyon Road.
Mayor Hamilton questioned why the State did not
put in signalization (same as Bonita Road) at
this offramp on 1-805.
Director Robens said he talked to the State about
this and they have indicated they would be willing
to construct a traffic signal somewhere in this

area of Nalecrest Drive. They are also willing
to revamp their offramp alignment so they can get
better merging characteristics on Telegraph Canyon
Road.
Council discussion Discussion followed regarding the improvements
proposed for Telegraph Canyon Road; Orange Avenue
landscaping; landscaping of median islands on
major streets throughout the City; intersection
at Brandywine Avenue; hospital traffic which Mr.
Robens explained was 700 a day at the present time -
when it gets to 1500 per day, the staff will con-
sider signalization; and the intersection at Bonita
Road and Allen School Road.
Revenue Sharing Funds In answer to the Mayor's question, City Manager
Cole commented that]Revenue Sharing funds could
be used to construct "H" Street extension and
then the amount would be paid back to the City
as development occurs.
Development east of 1-805 Councilman Scott discussed the construction in the
Southwestern College Area and east noting that
the ~raffic generated by these subdivisions can-
not be handled adequately by the City's road
system. He indicated that the "H" Street extension
should be constructed to relieve this congestion
and perhaps a solution to the problem would be to
not allow further development to the east until
"H" Street is extended.
Councilman Scott added that he would support a
moratorium based on inadequate capacity of the
roads to handle the traffic - nothing to be built
between Telegraph Canyon Road and Bonita Road
until "H" Street is developed.
Don Painter, President Mr. Painter stated that there are over 400 people
Bonita Business and living in the apartments across from Bonita
Professional Association Shopping Center -- these people have no way to
cross the road. He noted the $82,000 budgeted
for parking lot expansion at the Municipal Golf
Course questioning where these cars are coming
from if, as the staff pointed out, there is not
that much percentage of increased traffic along
Bonita Road. The Racquetball Club and Kaiser
Clinic to be built on Bonita Road will project
6,000 cars a day.
Mr. Painter stated that he went to the County and
was told that there are 20,000 cars a day at
Willow and Bonita. He questioned the staff's
figures indicating the study was not done prop-
erly and requested that the Council direct a
more thorough check to be made.
Motion for approval It was moved by Councilman Hyde, seconded by
with exception Councilman Scott and unanimously carried by those
present that the report of the recommended
modifications to the 1975-76 Capital Improvement
Program (dated December 4, 1975) be approved
with the exception of GT-47 - Claire Avenue and
"H" Street improvements. This is to be saved for
a later date.

Motion for study of It was moved by Councilman Scott, seconded by
moratorium Councilman Egdahl and unanimously carried by those
present that the staff look at the possibility
of the effects of a moratorium on that area east
of 1-805 until "H" Street would be built because
of the overloading on Telegraph Canyon and Bonita
Road.
Time element Councilman Egdahl asked the Attorney how long
the moratorium can stay in effect.
City Attorney Lindberg said that the Council
would have to look at sequential developments --
what is a reasonable approach; whether the City
should be involved in the development of necessary
public facilities (ahead of developments); and
other factors.
Letter to be Councilman Scott suggested a letter be sent to
sent to County the County telling them of this problem also,
since there is extensive development taking place
in the County areas out there.
Context of study Councilman Scott asked the staff to bring back
(within six weeks) answers to (1) Whether the
County is willing to cooperate; (2) what would be
a reasonable length of time for the moratorium;
(3) implications on Public Works: (4) could the
City use revenue sharing money; (5) should the
City use revenue sharing money, etc.
Bonita and Allen Mayor Hamilton asked the staff to look more
School Road closely at the intersection of Allen School and
Bonita Road for a traffic signal - even if it
is just a demand for a pedestrian signal.
Motion for letters to It was moved by Mayor Hamilton, seconded by
Legislators Councilman Scott and unanimously carried by those
present that the City Attorney be directed to
prepare the necessary papers to contact Senator
Mills and Representative Deddeh in trying to get
an amendment to the Transit Bill so that the
City of Chula Vista will have representation on
this Board.
EXECUTIVE SESSION At this time, the Council recessed to Executive
Session for the purpose of interviewing candidates
to the Youth Commission (5:20 p.m.).
Appointments to It was moYed by Councilman Scott, seconded by
Youth Commission Councilman Egdahl and unanimously carried by
those present that the following appointments be
made to the Youth Commission:

ADJOURNMENT Mayor Hamilton adjourned the meeting at 6:30 p.m.
to the meeting scheduled for Tuesday, December 23,
1975 at 7:00 p.m.
