OF THE CITY COUNCIL OF
CHULA VISTA, CALIFORNIA
Held Wednesday - 4:00 p.m. . . .February 11~ 1976
A regular adjourned meeting of the C~ty Council of the City of Chula Vista, California,
was held on the above date in the Council Conference Room, City Hall, 276 Fourth Avenue,
with the following
Councilmen present: Councilmen Scott, Hyde, Egdahl
Councilmen absent: Mayor Hamilton, Councilman Hobel
Staff present: City Manager Cole, Assistant City Manager Asmus, City Attorney
Lindberg, Director of Parks and Recreation Hall, Director of Building
and Housing Grady, City Librarian Levine, Assistant City Attorney
Beam, Assistant to City Manager Wittenberg
MOTION TO ADJOURN At 4:25 p.m., it was moved by Councilman Hyde,
seconded by Councilman Egdahl and unanimously
carried by those present to adjourn the meeting
due to lack of quorum.
(Mayor Pro Tempore Scott arrived at 4:30 p.m.)
MEETING REOPENED It was moved by Councilman Hyde, seconded by
Councilman Egdahl and unanimously carried by
those present to reopen the meeting.
Mayor Pro Tempore Scott called the meeting to
order.
MIDDLE MANAGEMENT City Manager Cole explained the need for recog-
PROPOSAL nition of the "management team." He referred
to his memo to the Council dated January 12,
1976 in which he listed the thirty members for
Middle Management membership and the benefits
proposed for this segment of the management
team. Also delineated in his memo was a bene-
fit package for top management.
Organizational Chart Councilman Hyde asked about an organizational
chart to show the responsibility and the span
of control of middle management.
Deletion of City Attorney City Attorney Lindberg stated that both he and
from Management Team his assistant should not be categorized in any
management capacity. They offer legal services
to the City Council, the Manager and to all
departments, including people who may be outside
management. The Council concurred.
Criteria Mayor Pro Tempore Scott remarked that criteria
should be set up for all of these positions:
How many people do they manage - pay scale -
education - background - how were these people
designated as middle management?
Benefits for designation Councilman Egdahl noted that justification of
this proposal is designating new people for
certain new levels of compensation. He ques-
tioned whether this is the only way to recog-
nize these people and develop an "esprit de
corps."
City Manager Cole commented that overtime would
be eliminated - these people need to be recog-
nized - they are not comfortable with employee's
organizations so they do not join them - they are
"in between" and left out in salary negotiations
and setting benefits.

Explanation of Assistant to City Manager Wittenberg remarked
Personnel Listed that the normal concept of management is that
"you supervise someone"; however, included in
the middle management package are also profes-
sional people such as himself. He explained
that he does not supervise many people but he
does have significant impact on policies that
develop in the Manager's office and translation
of the policies from the Council down to the
structure.
Approve in concept Mr. Wittneberg asked that the Council recognize
the concept of middle management as valid; there-
after budgetary matters can be decided, and
the in-house training will be done by the City
Manager with no direct cost.
Negotiating Group Councilman Scott commented that once the middle
mmnagement group is so designated, it could
become organized and negotiate with the City.
He added that he can see nothing wrong with
this, however.
Management Level Councilman Hyde questioned having a middle
management classification - why not just extend
the management level to those people who are
considered important from a managerial stand-
point. Councilman Hyde noted that in the
suggested benefits, there is little difference
between the middle management and top management.
Motion approving It was moved by Councilman Egdahl, seconded by
principle of middle Councilman Scott and unanimously carried by
management those present that the Council does make a
designator of middle management to be applied
to certain positions to the City which are to
be determined. (This is adopting the principle).
Criteria The Council again discussed the need for criteria.
Once that is established, and the Council des-
ignates the people, then consideration should
be given to benefits, if any.
Mr. Cole remarked that he would take the list
of the people and report to the Council as to
why they were designated as middle management.
Motion for information It was moved by Councilman Egdahl, seconded by
Councilman Scott and unanimously carried by
those present that this information be requested
(criteria and chart).
Overtime Assistant City Manager Asmus noted that some
of the people are willing to give up actual
compensation under this program in return for
some of the benefits in the form of overtime
to which they are eligible. Under the Civil
Service Rules, when amended, it would preclude
the entire list from overtime.
Salary Span Councilman Egdahl discussed the salary differ-
ential which he indicated had "the bottom
crowding the top" and there is not enough span
of difference in compensation - people under
others are receiving almost as much compensa-
tion as the department head. This will have to
be looked at, especially in reviewing this middle
management group so that this problem will not
be compounded.

Overtime discussion Mr. Asmus discussed the amount of overtime now
being earned by some of the police personnel.
He noted that if the middle management people
cannot earn overtime, they should be compensated
otherwise.
Councilman Egdahl felt the whole overtime prob-
lem should be looked into.
ADJOURNMENT Mayor Pro Tempore Scott adjourned the meeting
at 5:25 p.m.
