MINUTES OF AN ADJOURNED REGULAR MEETING OF THE REDEVELOPMENT AGENCY
OF THE CITY OF CHULA VISTA, CALIFORNIA

ITEM NO.5 - QUARTERLY REPORT OF PORT COMMISSIONERS
(Vice Chairman Scott suggested that this item be heard at this time.)
Mr. Phil Creaser, representing the San Diego Unified Port District, gave a
brief update concerning the Chula Vista Channel buoyage, Southwest Marine "G"
Street project, "J" Street marina bay islamd extension, Chula Vista tidelands
cleanup, San Diego Azure Seas (cruise line), Atkinson Marine, and the Chula
Vi sta Mari na. Commi ss i oner Creaser expressed concern with the lack of
maintenance at both the "J" Street and Bayside Parks, and allowing the
anti-liquor ordinance to "sunset."
In response to Vice Chairman Scott's Question regarding the speedboat races,
Commissioner Creaser commented that the Port District was in error by issuing
a parking permit to RV owners for this event.
ITEM NO.1 - REPORT: LIGHTING IN MEMORIAL PARK IN THE VICINITY OF
PARKWOODS CONDOMINIUMS
As a resu It of complaints received from residents of the Parkwoods
Condominiums, staff was directed to investigate Memorial Park between
Parkwoods and the rear of the City's recreation center and swimming pool
concerning break-ins and robberies during the past year.
In response to Member Scott's Question, Community Development Director
Desrochers stated that the second phase of the condominium project was to
include lighting behind the park. Special Counsel Reed added that if this
problem was foreseen, it would have been included in the Disposition &
Development Agreement with the developer.

Redevelopment Agency Meeting - 2 - April 21, 1983
MSUC (Malcolm/McCandliss) to accept the report and di rect staff to i nc 1 ude
the provisions of additional lighting in Memorial Park in the vicinity of the
Parkwoods Condominiums in the contract for Memorial Park improvements,
Phase II, and that thi s work be scheduled for design and construction in
FY 83-84.
ITEM NO.2 - REPORT: STATUS OF FOCUS AREA CONSTRUCTION ACTIVITIES
Recent heavy rains have caused delays to all construction projects in the
Town Centre Focus Area by as much as 24 days. However, it is anticipated
that all construction activities will be comp 1 eted and buildings will be
ready for occupancy by early to late fall 1983.
Redevelopment Coordinator legler announced that Barron-Masanovich has
completed work on Lot 7 and Wylie Construction can now move onto the site.
And as a result of completing this work by Apri 1 28, the contractor wi 11
receive a bonus.
Discussion followed regarding the bonus incentives offered for contractors
completing City projects in a specified period of time.

ITEM NO.3 - REPORT: STATUS OF PLANS FOR THE RENOVATION OF CHULA VI STA
SHOPPING CENTER AT FOURTH AVENUE AND "F" STREET
Staff has been working over the past year with the owner of the Chula Vista
Shoppi ng Center (on "F" Street) to develop plans and financing for the
renovation of this facility.
Community Development Director Desrochers explained that staff has clarified
to the owner that nothing has been accepted.
In response to Member Malcolm's Question, the Director indicated that backup
for a g% interest loan would be $125,000. Further information regarding the
backup (subsidy) for a 10% interest loan would be provided on Tuesday night
(April 26) if acceptable to the Agency.
MOTION TO CONTINUE ITEM TO APRIL 26
MSUC (Scott/McCandliss) to continue this item to Tuesday, April 26, following
the regular City Council meeting.
ITEM NO.4 - REPORT: BAYFRONT STATUS
Staff provided the Agency with an update on the Local Coastal Plan, Cappos
relocation, Sammis properties, and Atlas Hotels restaurant development.

Communi ty Development Di rector Desrochers informed the Agency that a 1 etter
urgi ng the Coastal Commi ss ion I s support of the Corps/Ca lTrans project wi 11 be
mailed to all Coastal Commissioners this afternoon. (Copies of the letter
and attachments were provided for members' review.)
Discussion followed involving the "Stipulations for Commission Concurrence"
(distributed to members). Special Counsel Reed noted that he is also
submitting the following statement as a condition to the Coastal Commission:
"The 25 acres to be restored by Ca lTrans between Paradise and Sweetwater
Marsh and adjacent to Hi ghway 5 (as shown on FEIS) shall be protected as
wetland without prejudice to future Coastal Commission action respecting the
City of Chula Vista LCP."
Mr. Reed suggested that further di scuss i on of item 5 of the stipulations
should be discussed in Closed Session.
MOTION TO ADJOURN TO CLOSED SESSION
MSUC (Malcolm/Scott) to adjourn to Closed Session following this afternoon's
meeting to discuss item 5 of the Coastal Commission recommendation due to
potential litigation.
(Chairman Cox arrived at this time.)

MSUC (McCandliss/Malcolm) to accept the report.
Community Development Director Desrochers stated that the plans for Crystal's
Diner will be presented to the Agency on May 19.
ADJOURNMENT at 4:54 p.m. to Closed Session and to the regular meeting of
May 5, 1983, at 7:00 p.m. The Recording Secretary was excused and the
Executive Secretary reported that Closed Session ended at 5:00 p.m.
