MIMUTES OF A JOINT MEETING OF THE CITY COUNCIL AND YOUTH COmmISSION OF CHULA VISTA, CALIFORNIA Held Tuesday April 20, 1976 A joint meeting (adjourned regular meeting of the City Council) was held with the Youth Commission beginning at 6:30 p.m. in the Council Conference Room, City Hall, 276 Fourth Avenue, with the following Councilmen present: Councilmen Scott, Hyde, Egdahl Mayor Hamilton and Councilman Hobel arrived late Youth Commission: All members present Staff present: City Manager Cole GOALS AND OBJECTIVES Chairman Lisa Lassman asked the Council for their opinions as to what they feel are the goals and objectives of the Youth Commission. The Council concurred that the charge is very broad: (1) what are the youth of Chula Vista concerned about; (2) what can the Council do to improve things for them; (3) any problems the youth are faced with; (4) concern about a Bill in Sacramente~ (5) anything that has to do with youth~ (6) look at what is offered the youth through the City's recreation program - does it meet your needs; (7) are there areas that are not being covered - what kinds of events would be helpful to the youth; (8) what makes young people of today "tick" - and advise the Council of that; (9) what do you think about non-youth problems - do you have any concern about senior citizens? (10) how about the nuclear initiative - bayfront development plan? YOUTH COMMISSION BICENTENNIAL Commissioner Debbie Avery explained the proposed PROGRAM program for the "Battle of the Bands/Free Concert" planned for July 10, 1976 at Rohr Park. Advisor Don Allen commented that the plans are being worked out with the Police and Parks and Recreation Department. REVIEW OF YOUTH COMMISSION The members of the Council congratulated the BROCHURES Youth Commission on their excellent brochure. Councilman Hyde expressed his wish that all the Commissions would put out a similar brochure. COMMISSION TERMS The members of the Commission expressed concern OF OFFICE about appointments made in October and the time it takes to fill vacancies. Discussion followed during which a sugqestion was made to keep a list of appointees so vacancies can be filled immediately. Councilman Scott suggested making the appointments in May while the students were still in school. In this way, there would be a full commission during the summer months. Commissioner Avery asked if some of their members could sit in on the interviews. The Council in- dicated this could not be done - the actual appoint- ments are made by the Council - however, the commissioners could supply the Council with questions to ask the students being interviewed. Joint Meeting - City Council, -2- April 20, 1976 Youth Commission LIAISON WITH AREA A general discussion followed in which the com- JUNIOR AND SENIOR missioners noted their efforts in identifying HIGH SCHOOLS themselves to the student bodies of the various junior and senior high schools. EX-OFFICIO MEMBER Chairman Lassman explained that these appointments APPOINTMENTS are made by the commissioners themselves volun- teering for these positions. She added that it has been very helpful for the Commission to act in this capacity. FLAG FOR NEW LIBRARY Chairman Lassman remarked that the Commission wished to present a flaq to the new Library; however, they discovered that there is no flag pole at the site. City Manager Cole commented that the flag pole is situated in front of City Hall - one pole for the Civic Center. After discussion, it was suggested that the Commission present the flag, along with a stand, for the Library's auditorium. CONCORD YOUTH COUNCIL A financial sheet was presented to the Council which listed (1) a Conference for Youth Commissions to be held in Concord, California on May 15, 1976 at $138.00 oer member, and (2) the National Network of Youth Advisory Boards- Bicentennial Conferences on Youth Needs to be held in San Francisco on June 11-15, 1976 which would cost $395.00 per member. A show of hands indicated that five members wished to attend the Conference at Concord. The Mayor remarked that the Concord Conference would be more beneficial to the commissioners than the one in San Francisco and preferred to see all the commissioners who are interested attend this one. The Council agreed. Resolution to be brought It was moved by Councilman Hobel, seconded by back appropriating funds Councilman Scott and unanimously carried by those present that a resolution be brouoht back approp- riating funds in the amount of ~6§0 to cover expenses for five Youth Commission members to atteno the Concord Conference - this is to be taken out of Community Promotions. Mayor Hamilton explained that, by this motion, the Council is stating that they will not approve the "National Network of Youth Advisory Boards" con- ference or membership dues. ADJOURNMENT The Council thanked the Commission for the joint meeting and the Mayor adjourned the meeting at 7:05 p.m. Ci~cy Clerk
