REGARDING RECOMMENDATIONS FOR A LEGISLATIVE LOBBYIST -

The recommendati on of the Legi sl ative Subcommi ttee is to accept
the report, interview Mr. Donal d K. BrOwn representing Advocation
Inc., authorize staff to negotiate a final contract with
Advocation, Inc. for legislative representation and to authorize
the Mayor to execute said agreement when prepared in accordance
with the parameters set forth in the Request for Proposal.
Legislative Subcommittee Chairman Malcolm reported the Legislative
Subcommittee is made up of himself, City Manager Goss, City
Attorney Harron, Deputy City Manager Morris and Administrative
Analyst 01 ivo; the Subcommittee addressed the need for a 1 obbyi st
considering the size of the City and the communication needed
relative to the issues in Sacramento and Washington. Many
excellent candidates were studied and interviewed; r1r. BrOwn was
unanimously chosen after a check of references with numerous San
Diego County legislators who knew the reputations of the finalists.
Mr. .D. BrOwn of Advocation Inc., reported his experience in the
field, emphasized his goal to treat all clients equally, and that
working for the City of Chula Vista will be a unique experience
for him.
Council members/Agency Members questioned Mr. BrOwn ~Iho reported
the makeup of his office which contains five lobbyists to whom the
accounts are assigned (although r·1r. BrOwn retains involvement),
the method of communicating many times during the day, the firm
has 125 years of experience between all employees and they
represent no other City at present although some work was
perforTl)ed for the Redevelopment Agency for the City of Industry
some t,me ago.
