HomeMy WebLinkAboutcc min 1989/09/21 RDA MINUTES OF A SPECIAL JOINT MEETING OF THE REDEVELOPMENT AGENCY/CITY COUNCIL OF THE CITY OF CHULA VISTA Thursday, September 21, 1989 Council Conference Room 5:04 p.m. City Hal~ ROLL CALL MEMBERS PRESENT: Mayor Cox; Councilmembers McCandliss, Nader, Malcolm and Moore MEMBERS ABSENT: None STAFF PRESENT: City Manager Goss; City Attorney Harron 2. ORAL COMMUNICATIONS Mr. Robert Torbett, 668 East "J" Street, Chula Vista 92010, addressed the Council. He noted his concern with open space 13 which is located across the street from where he lives. Open Space 13 has not been developed'and is in its natural state. Dumping occurs there and the area looks bad. Mr. Torbett added that there is an easement at the same location used by the water district. A gate has been installed along with 40 feet of 4-foot high chain link fence in the area of the easement. The gate is ineffective and he questioned the appropriateness of the fence. Councilmember Malcolm noted this matter was referred to staff at the Council meeting of September 19, 1989. He stated he was concerned with the illegal dumping occurring at this site as well as the unattractive appearance of a chain link fence. He commented one fence will likely be required to be removed. It is his understanding that the fence with the gate was put up with a permit from both the Cities of San Diego and Chula Vista to try to keep people off of the easement. Mr. Torbett added that it is his understanding that it is intended to install additional fencing along J Street. He pointed out that because Open Space 13 is not developed, adding the fencing will only add debris which collects along fencing of this type. He requested that in referring this matter to City staff that developing Open Space 13 be considered. MOTION MSUC (Cox/Nader) refer this matter to staff; ask that a report come back to the Council and that the report be sent to Mr. Torbett. Redevelopment Agency/Council Minutes -2- September 21, 1989 Councilmember Nader requested that diagrams and photos be included in the report that comes back to Council. 1. NORMAN PARK CENTER RENOVATION - AUTHORIZATION FOR APPOINTMENT OF SPECIAL DESIGN COMMITTEE Mayor Cox stated that he and Councilmember Malcolm had discussions concerning implementation of a design team for the Norman Park Center. They would like to put together a representative from the Design Review Committee, the Norman Park Center Senior Citizen Organization, Parks and Recreation Commission, and the Commission on Aging. They would like this team to work on the design concept for Norman Park Center. Mayor Cox further stated they have asked the architect that prepared the original plan to come forward by Monday, September 25 with a concept plan for a second building. At the same time, they have received from The Pointe architect a concept plan for an integrated facility (single story). The Pointe has been asked to add a second story.~ They would like to present these concepts to the Design Committee on September 25 and bring a report on Tuesday, September 26 to the Council. Mayor Cox pointed out that if the plan presented by The Pointe is considered to be a better design, it may necessitate rescinding previous action. Councilmember Malcolm clarified that this action is not slowing down the progress of the renovation of Norman Park Center. MOTION MSUC (Moore/Malcolm) authorize the Special Design Committee for the Norman Park Center Renovation. 3. CITY MANAGER'S REPORT: None. 4. MAYOR'S REPORT: Mayor Cox reported that there will be a Recycling Conference for elected officials taking place October 6 - 8 at the Sierra Lodge located in South Lake Tahoe. He asked the Council to consider attending this conference. If a Councilmember is not able to attend, it is Council's intent that a staff member attend. 5. COUNCIL COMMENTS: Councilmember Malcolm: a. Noted a concern with the signal at Third and F Street. He would like to see this signal upgraded. Redevelopment Agency/Council Minutes -3- September 21, 1989 Councilwoman McCandliss: a. Noted that a report on the monolithic sidewalk issue which was referred to staff some time ago for a Council Conference has not yet been received.
