HomeMy WebLinkAboutcc min 1976/07/14 MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA, CALIFORNIA Held Wednesday July 14, 1976 An adjourned regular meeting of the City Council of the City of Chula Vista, California was held on the above date beginning at 4:00 p.m. in the Council Conference Room, City Hall, 276 Fourth Avenue, with the following Councilmen present: Councilmen Hobel, Cox, Egdahl Councilmen absent: Mayor Hamilton, Councilman Hyde (Mayor Hamilton appointed Councilman Nobel as Acting Mayor Pro Tempore for this meeting since he could not attend due to a possible conflict of interest and Mayor Pro Tempore Hyde was also absent) Staff present: City Manager Cole, Assistant City Manager Asmus, City Attorney Lindberg County represen- Bill Sullins, Facilities Coordinator, Department of General Services tatives present: Sharon Reid, Assistant to Jack Walsh, Board of Supervisors Consultants Jim Fairman present: Architects Hal Sadler present: PURPOSE OF M~ETING City Manager Cole said this meeting was being held in conformance with Council's request for a monthly update on the status of the develop- ment of the South Bay Regional Center site. The plans that will be shown will be very pre- liminary but will furnish some parameters within which to work. STATUS REPORT ON DEVELOPMENT Mr. Fairman explained that the major thrust OF SITE FOR SOUTH BAY REGIONAL of Phase II is towards an architectural pro- CENTER gram - projection of space within the Center. A set of guidelines relating to interiors and exteriors as well as preliminary cost estimates will be developed for the program, along with some recommendations on how the County should proceed. At this point it will not be a highly involved concept. The goal for completion of this program is September 7, 1976 at which time the Environmental Impact Report will also be delivered to the County. The County has employed Turner Construction Company as Construction Manager for the entire program and has requested architects to sub- mit qualifications with hopes of hiring one by late September or early October. Mr. Bill Sullins Mr. Sullins submitted a drawing and pointed out that during Phase I, three plans were considered: 1. The Spine Plan 2. The Cluster Plan 3. The Central Hi-rise The one recommended ia the Cluster Planb~eause it was felt that the central hi-rise would not be compatible with the community as a whole. There would be approximately 360,000 square feet of space in 1985, with expansion to 400,000 in 1995. Adjourned Regular Meeting -2- July 14, 1976 The County asked that consideration be given to including Health and Welfare within the plan, also that an evaluation be made as to what energy conservation measures might be brought into the building. After some re- search it was determined that Health and Welfare should not be adjacent to the Court area. The question of energy conservation is also being investigated and several things have been accomplished towards that end. Budgets are approximately the same as before but these have been reviewed by Mr. Dave Speer and the balance of County staff. Questions from the floor Mr. Sullins gave the following information in answer to questions from the floor: (1) The Courts and Ancillary office buildings have priority schedule-wise for completion. (2) Ultimately there will be 1,500 parking spaces and the EIR will address that number. (3) The Jail facility is planned for persons who have been charged with a crime to be confined until they have been tried. (4) There will be 20 Court rooms and approximately 950 to 1,000 employees. A detailed traffic analysis will be made concerning personnel versus visitor parking; however, a large part of the parking spaces will be occupied by personnel. (5) Employment factor was increased by approx- imately 400 with the decision to bring Health and Welfare into the plan. (6) A little less than ]/2 of the total parking will be underground. (7) Construction schedule sequence: Report back to Board of Supervisors - September 9, 1976 Architect Selection - October, 1976 Schematic completion - first part of 1977 Site work - start sometime in October, 1977 Building completed - sometime in 1979. (8) Guidelines will be developed for landscaping and parking areas. (9) The approach of having specialty shops in the complex was ruled out because with the addition of Welfare into the Center, there would not be enough area on the site and there is also th~ question of compatibility. (10) There is a potential for solar energy and some rough order estimates will be provided at the end of the architectural program. Applications are in for Government pilot programs whereby such a program might be aided in getting underway. Adjourned Regular Meeting -3- July 14, 1976 (11) There may be a covered canopy to provide an architectural tie between the Health and Welfare and the Court complex. Traffic Impact Councilman Egdahl mentioned that with the completion of this complex, the matter of traffic impact on the City of Chula Vista will be an item for consideration; however, it will not be an insurmountable problem.
